Centar za prava deteta obeležio je 20 godina postojanja

U prisustvu naših poštovanih saradnika i partnera, u ponedeljak, 11. juna 2018. godine, obeležili smo dve decenije posvećene unapređenju i realizaciji prava deteta u Srbiji.

Profesorka Viktorija Cucić, predsednica Upravnog odbora Centra za prava deteta, svoje obraćenje je posvetila svima onima koji su svojim radom i trudom doprineli uspehu ove organizacije tokom proteklih dvadeset godina.

Osnivačica Centra za prava deteta, profesorka Nevena Vučković Šahović, podsetila je prisutne na misiju Centra za prava deteta, a to je unapređenje primene Konvencije o pravima deteta u Srbiji kao ideju vodilju za unapređenje dobrobiti deteta, njegove zaštite i ravnopravnog učešća u društvu. Profesorka Vučković Šahović je istakla da Centar na tome radi kroz naučno i stručno istraživanje u oblasti prava deteta, obrazovanje stručnjaka, roditelja i dece i razvijanje svesti o sadržini i zaštiti prava deteta, kao i ostvarivanje programa u posebnim oblastima zaštite prava deteta.

Skupu se obratio i docent Fakulteta organizacionih nauka i osnivač Share fondacije, Đorđe Krivokapić, koji je istovremeno i jedan od tvoraca ideje udruživanja dece u Srbiji u cilju bolje participacije u društvu i ostvarivanja svojih prava, kao i predstavnica Dečjeg informativno kulturnog servisa DX, Una Ljiljak, koja je predstavila rad ovog kluba pri Centru za prava deteta i objasnila na koji način se deca u Srbiji bore za bolje ostvarivanje svojih prava i ovu ideju promovišu među svojim vršnjacima.

Direktorka Centra za prava deteta Ines Cerović je istakla na koje načine je Centar za prava deteta od svog osnivanja radio na smanjenju jaza između proklamovanih međunarodnih standarda i njihove praktične primene u Srbiji, istakavši da život deteta ne ostavlja vremena za čekanje nego predstavlja hitnu potrebu koja treba da nas vodi da napravimo stvarnu, dugoročnu i održivu razliku u unapređenju prava sve dece u Srbiji.

Direktorka Centra za prava deteta predstavila je rad na temu “Primena vaspitnih naloga u kontekstu reforme sistema pravosuđa po meri deteta u Republici” na međunarodnom skupu na Paliću

Direktorka Centra za prava deteta Ines Cerović predstavila je rad „Primena vaspitnih naloga u kontekstu reforme sistema pravosuđa po meri deteta u Republici Srbiji“ na dvodnevnom XXX međunarodnom naučnom tematskom skupu „Pravda po meri deteta“, koji je organizovao Institut za kriminološka i sociološka istraživanja 6. i 7. jula 2018. godine na Paliću.


Naučni skup „Pravda po meri deteta“ bavio se unapređenjem položaja dece koja dolaze u kontakt sa pravosudnim sistemom, bilo kao učinioci krivičnih dela ili kao žrtve, ali i oštećeni u krivičnim postupcima, kao i time šta sve kao društvo i država treba da učinimo da se deca u takvim situacijama ne nađu.

Institut za kriminološka i sociološka istraživanja objavio je i tematski zbornik radova koji se bavi različitim aspektima pravosuđa po meri deteta.

Centar za prava deteta učestvovao na ekspertskom sastanku u cilju kreiranja Smernica za pružanje pravne pomoći prilagođene deci

Centar za prava deteta učestvovao je na ekspertskom sastanku u cilju kreiranja Smernica za pružanje pravne pomoći prilagođene deci, organizavanom od strane Regionalne kancelarije UNICEF-a, u Tirani, Albaniji, 14. maja 2018. godine. Na sastanku su učestvovali pravni eksperti iz Albanije, Crne Gore, Gruzije, Bugarske, Turske, Kirgistana i Srbije.

Pružaoci besplatne pravne pomoći u oblasti prava deteta u okviru Centra za prava deteta imali su priliku da učestvuju u izradi Smernica za pružanje pravne pomoći prilagođene deci kroz pilotiranje i pružanje povratnih informacija u cilju unapređenja teksta Smernica.

Ove Smernice razvili su predstavnici Regionalne kancelarije UNICEF-a za Evropu i Aziju u bliskoj saradnji sa više od 20 pravnika i advokata iz različitih zemalja koje su relevantne i za praktičare u Republici Srbiji, te imaju za cilj da pruže praktične i korisne veštine za advokate, pripravnike i ostale pravnike koji pružaju pravnu pomoć deci u građanskim, krivičnim i upravnim postupcima.

Ekspertskom sastanku prisustvovale su direktorka Centra za prava deteta Ines Cerović kao i pravne savetnice – predstavnice Službe besplatne pravne pomoći u okviru Centra za prava deteta Jelena Paunović i Valentina Lepojević.

Promocija zagovaračkog dokumenta „Preporuke UN Komiteta za prava deteta – Kako ih možemo ostvariti iz ugla Koalicije za monitoring prava deteta u Republici Srbiji“

Organizacija članica Koalicije za monitoring prava deteta u Republici Srbiji, Užički centar za prava deteta je 30. maja 2018. godine u Beogradu realizovao celodnevne panel sesije za   promociju zagovaračkog dokumenta „Preporuke UN Komiteta za prava deteta – Kako ih možemo ostvariti iz ugla Koalicije za monitoring prava deteta u Republici Srbiji“.

Učesnici događaja su bili predstavnici Ministarstva prosvete, nauke i tehnološkog razvoja, opštinski i republički prosvetni inspektori, prosvetni savetnici, udruženja građana  iz 17 opština iz čitave Srbije. Od izuzetne važnosti je to da su učesnici događaja kreatori obrazovnih politika, ali i oni koji su u sistemu obrazovanja zaduženi za praćenje ostvarenosti prava deteta.

Učesnici su upoznati su preporukama Komiteta za prava deteta, sa fokusom na one  koji unapređuju prava deteta u obrazovnom sistemu, ali takođe i sa zagovaračkim dokumentom za donošenje Zakona o pravima deteta, uspostavljanje institucije zaštitnika prava deteta/dečjeg ombudsmana, uvođenje eksplicitne zabrane telesnog kažnjavanja dece u porodičnom okruženju, ratifikaciju Trećeg Fakultativnog protokola uz Konvenciju o pravima deteta o postupku po predstavkama (komunikacijskim procedurama).

Relevantnost teme, pažljivo birani istraživački zadaci za rad na preporukama Komiteta  su  isprovocirale bogatu diskusiju, naročito u delu  participacije, nediskriminacije  i određivanja nosilaca odgovornosti.

Promotivni događaj je bio organizovan u okviru projekta “Prava deteta u politikama i praksi” koji Centar za prava deteta realizuje u partnerstvu sa Save the Children International, a koga finansira Vlada Švedske.

 

 

Director of the Child Rights Centre at the World Congress on Justice for Children in Paris, France, presented Serbian experience in implementing diversionary mechanisms developed as part of the reform of the juvenile justice system

Director of the Child Rights Centre Ines Cerovic participated at the World Congress on Justice for Children in Paris, France, from 28 – 30 May 2018. On this occasion, Ines Cerovic presented Serbian experience in implementing diversionary mechanisms developed as part of the reform of the juvenile justice system through two interlinked projects: the first that was carried out with donor support from the Norwegian Ministry of Foreign Affairs and implemented by International Management Group – IMG  – from 2010 to 2014, and the second with European Union support through IPA funds, implemented by UNICEF in partnership with ministries in charge of justice and social welfare – from 2014 to 2017. The Child Rights Centre participated in implementation of both projects.

    

The presentation was made as part of the panel “Keeping them out of the system: Promoting diversionary measures for children in three continents” which was led by professor Ton Liefaard, UNICEF Chair in Children’s Rights at Leiden University, Leiden Law School, The Netherlands. In addition to Serbian experience, experts from Juvenile Law Centre from Philadelphia presented US experience on improving juvenile justice system, whereas experts from the Centre for Child Law from University of Pretoria presented how diversions are implemented in South Africa.

Ines Cerovic showed how the number of ordered diversions increased from 1,69% of all criminal charges  in 2010 to 28% in 2016. This was achieved by building multisectoral cooperation through establishment of the so-called ‘juvenile justice teams’ and extensive capacity building of all relevant professionals, drafting the missing secondary legislation and developing comprehensive standards and procedures for implementation of diversions in order to bridge the observed lack of formal bylaw and enabled application of diversions in practice.

The reforms further focused on increasing quality of implemented diversions through specially designed interventions with child offender and his/her family. Interventions are community-based and stem from a highly multi-sectoral process, and are implemented in a holistic and systemic way, viewing a child as part of the system in which he/she belongs. The approach is strength-based and resilience-oriented, based on a view that each child, even one with the most complex problems and disadvantages has potential to develop positively when connected to the right combination of opportunities, supports and relationships, with full participation of children throughout the whole process.

Studijska poseta mreže „Čuvari dečijih prava“ članicama Koalicije za monitoring prava deteta u Republici Srbiji

Centar za prava deteta je 24. i 25. maja 2018. godine ugostio predstavnike organizacija članica mreže “Čuvari dečijih prava” – Omladinski edukativni klub Sinergija, Misija Ljudi Zvečan, Caritas, Santa Marija kojom koordiniše NVO Domovik.

Cilj ove posete bio je jačanje kapaciteta predstavnika članica mreže “Čuvari dečijih prava” u oblasti zagovaranja, praćenja i izveštavanja o ostvarivanju prava deteta kroz upoznavanje sa radom i aktivnostima Centra za prava deteta, Koalicije za monitoring prava deteta u Republici Srbiji i drugih relevantnih aktera.

Studijskoj poseti su osim predstavnika lokalnih organizacija prisustvovali i predstavnici međunarodnih organizacija Save the Children International i UNICEF.

Ovom prilikom predstavnici mreže “Čuvari dečijih prava” posetili su organizacije članice Koalicije za monitoring prava deteta u Beogradu, gde su se detaljnije upoznali sa njihovim aktivnostima i iskustvima u radu Koalicije.

Tokom prvog dana posete Milena Golić Ružić, programska menadžerka upoznala je prisutne sa principima rada Centra za prava deteta, izveštajnim procesima kojima Centar koordiniše i učestvuje, kao i načinima saradnje i umrežavanja sa relevantnim organizacijama u oblasti prava deteta. Osim rada Centra, Milena Golić Ružić predstavila je i rad i razvoj Koalicije, kao i zajedničke ciljeve kojima teže njene članice.

Vladan Jovanović, konsultant Centra za prava deteta i saradnik Kancelarije za ljudska i manjinska prava preneo je prisutnima svoja iskustva iz zajedničkog rada Koalicije prilikom izrade indikatora za praćenje primene preporuka UN Komiteta za prava deteta.

Predstavnice organizacije ASTRA – Akcija protiv trgovine ljudima upoznale su goste ove studijske posete sa aktivnostima na polju zaštite dece od trgovine ljudima, svojim iskustvima stečenima u radu Koalicije, a posebno u izveštavanju po Fakultativnom protokolu uz Konvenciju o pravima deteta o prodaji dece, dečjoj prostituciji i dečjoj pornografiji.

Tokom drugog dana programa, članovi mreže „Čuvari dečijih prava“ posetili su organizaciju Beogradski Centar za ljudska prava i tom prilikom su im detaljno predstavljeni mehanizmi izveštavanja pred UN telima, kao i aktivnosti na polju zaštite dece migranata, tražioca azila itd. U Centru za socijalnu politiku su upoznati sa radom organizacije i aktivnostima na polju unapređenja socijalne politike.

Takođe učesnici posete imali su priliku da se informišu i upoznaju sa radom Mreže organizacije za decu Srbije – MODS.
Centar za prava deteta i NVO Domovik su ostvarili saradnju u okviru projekta „Prava deteta u politikama i praksi“ koji realizuju u saradnji sa Save the Children International, a uz finansijsku podršku Vlade Švedske.

Tokom studijske posete potpisan je i Memorandum o saradnji ove dve organizacije. Namera je da se ostvarena saradnja na polju praćenja ostvarivanja prava deteta kontinuirano unapređuje i jača, a članice Koalicije za monitoring prava deteta u Republici Srbiji i mreže „Čuvari dečijih prava“ bliže povežu u svom radu kroz razmenu iskustava i znanja.

The Child Rights Centre at the World Congress on Justice for Children

Representative of Child Rights Centre, director Ines Cerovic, is participating at the World Congress on Justice for Children in the UNESCO House in Paris from 28 – 30 May 2018.

Central topics of the Congress are as follows:

• The global trend towards children’s involvement in violent extremism and possible responses;
• The need for more effective ways to reduce juvenile offending and recidivism;
• How to improve protection mechanisms for vulnerable children, including early prevention.

Six complementary civil society organisations prominent in the fields of juvenile and family justice systems are jointly organizing the 2018 World Congress on Justice for Children: Judicial Training Institute of Belgium (IGO-IFJ), Child Rights International Network (CRIN), Penal Reform International (PRI), Terre des hommes Foundation (Tdh), Defense for Children International (DCI) and International Association of Youth and Family Judges and Magistrates.

A workshop entitled “Keeping them out of the system: promoting diversionary measures for children in three continents” will be held in the context of the Congress where Ines Cerović will present how interventions with children in conflict with the law and their families through a multi-system approach are implemented and how children participate in the justice system in Serbia.

Predstavljanje rada Centra za prava deteta na sastanku Republičke sekcije stručnih saradnika

Na sastanku Republičke sekcije stručnih saradnika koja je održana 16. maja 2018. godine u Osnovnoj školi “Lazar Savatić”, Milena Golić Ružić, predstavnica Centra za prava deteta predstavila je rad Centra za prava deteta i uključivanje dece u procese praćenja i izveštavanja o ostvarivanju njihovih prava.

 

Tom prilikom učesnici skupa bili su u prilici da se upoznaju sa delokrugom rada Centra za prava deteta, programskim aktivnostima, kao i postignutim rezultatima. Poseban akcenat stavljen je na predstavljanje aktivnosti Centra u procesima praćenja i izveštavanja o stanju prava deteta u Republici Srbiji. Učesnici su imali priliku da se upoznaju sa ciklusima izveštavanja pred UN Komitetom za prava deteta o primeni Konvencije o pravima deteta u Republici Srbiji.

   

Učesnicima skupa skrenuta je pažnja i na ključne preporuke i zaključna zapažanja koje je Republika Srbija dobila nakon razmatranja Drugog i trećeg periodičnog izveštaja o primeni Konvencije o pravima deteta.

Na skupu je predstavljen i mehanizam nadzora nad poštovanjem ljudskih prava u državama članicama Ujedinjenih nacija – Univerzalni periodični pregled. Učesnici su upoznati da je Centar za prava deteta u partnerstvu sa Koalicijom za monitoring prava deteta u Republici Srbiji i u drugom i u trećem ciklusu Univerzalnog periodičnog pregleda za Republiku Srbiju izradio priloge s aspekta ostvarivanja prava deteta koji su predstavljeni pred Savetom za ljudska prava Ujedinjenih nacija.

Istaknuta je i važnost saradnje sa drugim organizacijama i institucijama, a poseban naglasak je stavljen na rad Koalicije za monitoring prava deteta u Republici Srbiji kojom koordiniše Centar za prava deteta, a koju čini pet organizacija civilnog društva (ASTRA, Centar za socijalnu politiku, Užički centar za prava deteta, Beogrdski centar za prava deteta, Centar za prava deteta)

Održan sastanak Koalicije za monitoring prava deteta u Republici Srbiji

U prostorijama Centra za prava deteta, u sredu 9. maja 2018. godine, održan je sastanak Koalicije za monitoring prava deteta u Republici Srbiji. Sastanku su prisustvovali predstavnici pet organizacija članica Koalicije (Centar za prava deteta, Užički centar za prava deteta, Beogradski centar za ljudska prava, ASTRA — Akcija protiv trgovine ljudima i Centar za socijalnu politiku) i Kancelarije za ljudska i manjinska prava Vlade Republike Srbije.

  • Prvi deo sastanka bio je posvećen aktivnostima u okviru projekta ”Praćenje primene preporuka Komiteta za prava deteta Ujedinjenih nacija”. 

Ovim povodom razgovaralo se o daljem razvijanju instrumenata za praćenje dobijenih preporuka Komiteta za prava deteta, kao i o kreiranju indikatora koji bi olakšali praćenje samog procesa ispunjavanja preporuka. Članice Koalicije za monitoring prava deteta, započele su rad na razvijanju indikatora, a ovom prilikom diskutovano je o mogućnosti održavanja konsultacija sa državnim resorima u cilju usaglašavanja istih. U narednom periodu planirano je održavanje tematskih radionica kako bi se veći broj organizacija civilnog društva aktivno uključio u proces izrade indikatora.

Projekat ”Praćenje primene preporuka Komiteta za prava deteta Ujedinjenih nacija” podržan je od strane Kancelarije UNICEF-a u Srbiji, a sprovodi ga organizacija Centar za prava deteta uz podršku Kancelarije za ljudska i manjinska prava Vlade Republike Srbije. Ciljevi projekta usmereni su na unapređenje praćenja preporuka Komiteta za prava deteta Ujedinjenih nacija kroz saradnju javnog sektora, organizacija civilnog društva i dece.

  • Drugi deo sastanka bio je posvećen dogovorima oko sprovođenja aktivnosti u okviru projekta “Prava deteta u politikama i praksi” koji Centar za prava deteta realizuje u partnerstvu sa Save the Children International, a koga finansira Vlada Švedske.

Tokom ovog dela sastanka diskutovalo se o predstojećim planovima, a napravljen je i kratak osvrt na realizovane aktivnosti u prethodnom periodu.

Dogovoreni su događaji na kojima će biti promovisan zajednički dokument “Preporuke Komiteta za prava deteta – Kako ih možemo ostvariti iz ugla Koalicije za monitoring prava deteta u Republici Srbiiji”, publikovan tokom 2017. godine, a u cilju zagovaranja implementacije preporuka Komiteta za prava deteta upućenih Republici Srbiji.

Takođe je pripremljen i plan studijske posete članica mreže Čuvari dečijih prava kojom koordinira organizacija Domovik iz Kosovske Mitrovice.

 

Potpisan Sporazum o zaštiti dece od nasilja u opštini Svrljig

Centar za prava deteta prisustvovao je potpisivanju Sporazuma o zaštiti dece od nasilja, zlostavljanja i zanemarivanja na teritoriji opštine Svrljig. Sporazum je potpisan 25. aprila 2018. godine u prostorijama centra za soijalni rad u Svrljigu.

Sporazum o intersektorskoj saradnji na prevenciji i zaštiti dece od nasilja, zanemarivanja i zlostavljanja potpisan je od strane 12 predstavnika relevatnih institucija iz sektora obrazovanja, zdravstva, socijalne zaštite, policije, pravosuđa, lokalne vlasti i organizacija civilnog društva na teritoriji opštine Svrljig.

Potpisnici Sporazuma su ovim povodom definisali zajedničke ciljeve, a fokusiraće se najpre na prevenciju nasilja i razgovor s mladima, održavanje sastanaka i učenje o suzbijanju nasilja i ukazivanje na njegove posledice.

 

Cilj potpisivanja ovog Sporazuma je efikasnija saradnja između potpisnika sporazuma u oblasti planiranja i realizacije preventivnih aktivnosti u zaštiti dece od nasilja, unapređivanje načina saradnje u postupku zaštite dece od nasilja u okviru zakonom propisanih nadležnosti.

Rad na izradi Sporazuma realizovan je tokom 2017. godine u okviru projekta „Unapređenje interskorske saradnje u zaštiti dece od nasilja“ koji sprovodi Centar za prava deteta  u partnerstvu sa UNICEF kancelarijom u Beogradu.

Projekat je usmeren na unapređenje intersktorske saradnje u 12 opština/gradova u Srbiji (Subotica, Vrbas, Novi Bečej, Sremska Mitrovica, Aleksinac, Svrljig, Knjaževac, Zaječar, Kraljevo, Trstenik, Paraćin i Vrnjačka Banja), sa ciljem podizanja kapaciteta profesionalaca u izabranim gradovima da organizuju i/ili ojačaju intersektorske timove koji rade na zaštiti dece od zlostavljanja i zanemarivanja.

Projekat se realizuje kao deo regionalnog projekta “Zaštita dece od nasilja i promovisanje inkluzije dece sa smetanjama u razvoju u zemljama Zapadnog Balkana i Turskoj” koji finansira Evropska unija, a sprovodi Unicef u partnerstvu sa Ministarstvom zdravlja, Ministarstvom za rad, zapošljavanje, boračka i socijalna pitanja i Ministarstvom prosvete, nauke i tehnološkog razvoja.

Objavljen godišnji izveštaj Evropske komisije o napretku Srbije 

Evropska komisija (EK) objavila je godišnji izveštaj o napretku Srbije u procesu pristupanja Evropskoj uniji 17. aprila 2018. godine.

U izveštaju se navodi da je zakonski i institucionalni okvir za zaštitu ljudskih prava  uspostavljen, ali da je neophodna dosledna i efikasna primena zakona i politika širom zemlje.

U izveštaju je naglašeno da je neophodno dati veći prioritet pravima deteta što podrazumeva:

  • Pripremu nacionalnog akcionog plana za decu i akcionog plana za suzbijanje nasilja nad decom;
  • Poboljšanje koordinacije i nadzora nad sistemom zaštite deteta i osiguranje primene postojećih zakona i politika;
  • Efikasnije praćenje kršenja prava deteta u institucijama.

U izveštaju EK navodi se da je Nacionalni akcioni plan za decu istekao 2015. godine. Ocenjeno je da je rad Saveta za prava deteta bio neredovan te da je važno obezbediti efikasniju koordinaciju i nadzor nad sistemom za zaštitu dece koji treba da bude prioritet i uložiti napore kako bi se osiguralo ujednačeno sprovođenje politika. Statistički podaci o ugroženim grupama i dalje nisu razvrstani, posebno kada su u pitanju romska deca i deca sa smetnjama u razvoju.

Izveštaj navodi da je nasilje nad decom i dalje zabrinjavajuća tema, a da nacionalna strategija koja bi se bavila ovim pitanjem nije kreirana. Od jula 2016. godine Zaštitnik građana je primio 109 žalbi u vezi sa nasiljem, zlostavljanjem ili zanemarivanjem dece, od kojih se većina odnosila na nasilje u školama.

Novi Zakon o maloletnim učiniocima krivičnih dela i krivičnopravnoj zaštiti maloletnih lica  još uvek nije usvojen. Potrebno je ponovo uspostaviti i Savet za praćenje i unapređenje rada organa krivičnog postupka i izvršenja krivičnih sankcija prema maloletnicima i obezbediti njegovo funkcionisanje. Takođe, treba obezbediti bolju zaštitu dece žrtava koja svedoče u krivičnom postupku.

U izveštaju EK navodi se i da postoje ozbiljne zabrinutosti zbog kršenja prava deteta u velikim ustanovama za decu, posebno kada su u pitanju deca sa invaliditetom, koja se suočavaju i sa izazovima u pogledu pristupa obrazovanju te da je u tom smislu potrebno dalje razvijati usluge u zajednici.

Koalicija za monitoring prava deteta u Republici Srbiji pripremila je prilog o ostvarenosti prava deteta i dostavila ga Delegaciji Evropske unije u Republici Srbiji u oktobru 2017. godine.  Koaliciju za monitoring prava deteta čine Centar za prava deteta, Užički centar za prava deteta, ASTRA, Beogradski centar za ljudska prava i Centar za socijalnu politiku.

Formirana radna grupa za izradu Nacionalnog plana akcije za decu

Predsednica Centra za prava deteta, Ivana Stevanović imenovana je za jednu od članica radne grupe za izradu Nacionalnog plana akcije za decu.

Imajući u vidu da je prethodni Nacionalni plan akcije za decu istekao 2015. godine Savet za prava deteta Vlade Republike Srbije inicirao je donošenje novog Nacionalnog plana akcije za decu.

Centar za prava deteta je zajedno sa Koalicijom za monitoring prava deteta u Republici Srbiji zagovarao neophodnost definisanja jedinstvene politike u oblasti prava deteta i donošenja novog Nacionalnog plana akcije za decu, a što je istakao i UN Komitet za prava deteta u jednoj od svojih preporuka upućenih Republici Srbiji.

Ministar za rad, zapošljavanje, boračka i socijalna pitanja doneo je 12. aprila 2018. godine rešenje o formiranju radne grupe za izradu Nacionalnog plana akcije za decu. Planirano je da se ovim dokumentom definiše kratkoročna, srednjoročna i dugoročna politika prema deci i identifikuju osnovni problemi u ostvarivanju, zaštiti i unapređenju prava deteta u Republici Srbiji.

Potpisan Protokol o međusektorskoj saradnji na prevenciji i zaštiti dece od nasilja, zlostavljanja i zanemarivanja u Vrbasu

Opština Vrbas i predstavnici relevantnih institucija koje imaju ulogu u sprečavanju i suzbijanju nasilja potpisali su Protokol o međusektorskoj saradnji na prevenciji i zaštiti dece od nasilja, zlostavljanja i zanemarivanja u prostorijama Skupštine opštine Vrbas.

Protokol o međusektorskoj saradnji potpisan je u okviru projekta „Unapređenje intersektorske saradnje u zaštiti dece od nasilja“ koji realizuje Centar za prava deteta  u partnerstvu sa UNICEF kancelarijom u Beogradu.

Poptisnici Protokola su predstavnici opštine Vrbas, Centra za socijalni rad, Osnovnog suda Vrbas, Osnovnog javnog tužilaštva Vrbas, Policijske stanice Vrbas, Opšte bolnice Vrbas, Doma zdravlja “Veljko Vlahović”, Predškolske ustanove “Boško Buha”, svih osnovnih i srednjih škola i Crvenog krsta Vrbas.

Cilj potpisivanja ovog Protokola je efikasnija saradnja između potpisnika sporazuma u oblasti planiranja i realizacije preventivnih aktivnosti u zaštiti dece od nasilja, unapređivanje načina saradnje u postupku zaštite dece od nasilja u okviru zakonom propisanih nadležnosti.

Projekat se realizuje kao deo regionalnog projekta “Zaštita dece od nasilja i promovisanje inkluzije dece sa smetnjama u razvoju u zemljama Zapadnog Balkana i Turskoj” koji finansira Evropska unija, a sprovodi UNICEF u partnerstvu sa Ministarstvom zdravlja, Ministarstvom za rad, zapošljavanje, boračka i socijalna pitanja i Ministarstvom prosvete, nauke i tehnološkog razvoja.

 

Direktorka Centra za prava deteta na sednici Odbora za prava deteta Narodne skupštine Republike Srbije

Direktorka Centra za prava deteta Ines Cerović učestvovala je na sednici Odbora za prava deteta Narodne skupštine Republike Srbije, koja je realizovana u saradnji sa kancelarijom UNICEF-a u Srbiji u četvrtak, 29. marta 2018. godine.

Sednica je održana povodom Zaključnih zapažanja i preporuka Komiteta za prava deteta Ujedinjenih nacija povodom Drugog i trećeg periodičnog izveštaja Republike Srbije o primeni Konvencije o pravima deteta.

Osim članova Odbora za prava deteta na sednicu su pozvani da prisustvuju i uzmu učešće i predstavnici Odbora za obrazovanje, nauku, tehnološki razvoj i informatičko društvo, Odbora za rad, socijalna pitanja, društvenu uključenost i smanjenje siromaštva, Odbora za zdravlje i porodicu, Odbora za ljudska i manjinska prava i ravnopravnost polova i Odbora za pravosuđe, državnu upravu i lokalnu samoupravu.

Prisutnima su se obratile dr Suzana Paunović, direktorka Kancelarije za ljudska i manjinska prava Republike Srbije, Aleksandra Jović, specijalista za praćenje prava deteta u UNICEF-u, Ana Prodanović, rukovoditeljka za socijalnu inkluziju u UNICEF-u i Ines Cerović, direktorka Centra za prava deteta.

Direktorka Kancelarije za ljudska i manjinska prava Republike Srbije predstavila je zaključke i preporuke Komiteta za prava deteta Ujedinjenih nacija, dok su predstavnice UNICEF-a predstavile aktuelne podatke o položaju dece u Srbiji i mehanizme učešća dece i mladih u praćenju stanja prava deteta putem digitalne tehnologije i društvenih mreža.

Direktorka Centra za prava deteta predstavila je mehanizme učešća dece u praćenju sprovođenja preporuka Komiteta za prava deteta i objasnila da dete, kao akter u sopstvenom životu i član porodice, zajednice i države, treba da uzme aktivno učešće u porodičnom i društvenom životu. Ona je istakla i da je participacija jedan od osnovnih principa u radu Centra za prava deteta od njegovog osnivanja. Centar svoje aktivnosti realizuje u saradnji sa decom ili za decu i kroz svoj rad pruža podršku grupi dece Dečji informativno-kulturni servis – Klub DX – koji aktivno deluje u okviru programskih aktivnosti Centra kroz učenje o pravima deteta i preduzimanje konkretnih akcija. Kroz ovaj proces podstiče se osetljivost dece za šire socijalno okruženje, jačaju kapaciteti za unapređenje socijalnih odnosa, razvijaju veštine komunikacije, analiziranja, argumentovanog zastupanja i svrsishodnog delovanja.

Deca će takođe aktivno učestvovati u sprovođenju projekta “Praćenje primene preporuka Komiteta Ujedinjenih nacija za prava deteta” koji Centar sprovodi u partnerstvu sa kancelarijom UNICEF-a i u saradnji sa Kancelarijom za ljudska i manjinska prava Republike Srbije koji se realizuje u periodu od 2017. do 2019. godine. Projekat ima za cilj da se kroz partnerstvo države, nevladinog sektora i dece kreira mehanizam praćenja primene preporuka kroz definisanje liste indikatora, dok će putem specijalne onlajn platforme sva zainteresovana udruženja građana koja se bave pravima deteta moći da se uključe u razvijanje indikatora i prikupljanje podataka o statusu ispunjenosti preporuka. Platforma će sadržati poseban deo posvećen participaciji dece i preporuke Komiteta koje su deca iz Kluba DX prilagodila jeziku koji je njima blizak. Na ovaj način se razvija partnerstvo sa decom koje ih podstiče da kroz participaciju razvijaju veštine i sposobnosti neophodne za preuzimanje uloge aktivnog i odgovornog građanina.

Poslanicima su predstavljeni i drugi načini na koje su deca uključena u rad Centra za prava deteta, i to pre svega kroz učešće u izveštavanju o ostvarivanju prava deteta u Srbiji i predstavljanje izveštaja pred Komitetom za prava deteta, učešće u konsultativnim procesima prilikom izrade različitih nacrta zakona, strateških dokumenata i akcionih planova, kao i kroz pripremu različitih materijala prilagođenih deci poput publikacije “O TEBI SE RADI – Knjiga za decu i mlade da im pomogne da razumeju preporuke UN Komiteta za prava deteta”, kreiranu u u okviru projekta “Prava deteta u politikama i praksi”koji Centar za prava deteta realizuje u partnerstvu sa Save the Children International, a koji finansira Vlada Švedske.

Direktorka Centra za prava deteta je poslanicima takođe ukazala na važnost usvajanja sveobuhvatnog Zakona o pravima deteta i uspostavljanje institucije zaštitnika za prava deteta koji bi svojim mehanizmima doprineli tome da deca imaju mogućnost da zaista ostvare svoja prava, uključujući i pravo na participaciju, uvođenje eksplicitne zabrane telesnog kažnjavanja dece u svim sredinama, uključujući i porodičnu, kao i ratifikacije Trećeg opcionog protokola uz Konvenciju o pravima deteta o postupku po individualnim predstavkama.

Na taj način bi se iskazala jasna posvećenost ka kreiranju okruženja u kojem se ostvaruju prava sve dece u Republici Srbiji.

 

Koalicija za monitoring prava deteta u Republici Srbiji uputila je dopis relevantnim insitucijama povodom preporuka koje je Srbija dobila u trećem ciklusu Univerzalnog periodičnog pregleda

Imajući u vidu da je Savet za ljudska prava Ujedinjenih nacija („UN“) uputio 190 preporuka Republici Srbiji u okviru trećeg ciklusa Univerzalnog periodičnog pregleda, Republika Srbija je odmah prihvatila 74 dobijene preporuke dok će se o preostalih 116 naknadno odlučivati. Srbiji je dat rok da se do 30. juna 2018. godine izjasni o tim preporukama.

Povodom toga Koalicija za monitoring prava deteta koju čini 5 udruženja građana – ASTRA, Beogradski centar za ljudska prava, Užički centar za prava deteta, Centar za socijalnu politiku i Centar za prava deteta – ukazala je relevantnim institucijama na neophodnost razmatranja i važnost prihvatanja preporuka koje bi doprinele unapređenju dobrobiti dece u Srbiji. Među tim preporukama nalaze se i preporuke koje se odnose na:

• Ratifikaciju Trećeg fakultativnog protokola uz Konvenciju o pravima deteta o postupku po predstavkama (komunikacijskim procedurama);

• Usvajanje sveobuhvatnog Zakona o pravima deteta;

• Usvajanje Zakona o zaštitniku prava deteta i uspostavljanje institucije zaštitnika prava deteta;

• Usvajanje eksplicitne zabrane telesnog kažnjavanja dece u zakonu, uključujući i u porodici, promovišući nenasilne disciplinske alternative i generišući svest u javnosti o štetnim efektima prakse (telesnog kažnjavanja);

• Obezbeđivanje da sva deca imaju blagovremen pristup registrovanju rođenja neposredno nakon rođenja, bez diskriminacije, i bez obzira na pravni status ili status dokumenata njihovih roditelja;

• Osnaživanje za dalje sprovođenje procesa deinstitucionalizacije sa posebnim fokusom na decu bez roditeljskog staranja mlađu od tri godine;

• Usvajanje konkretnih mera za sprečavanje i borbu protiv višestruke diskriminacije prema ženama i devojčicama sa invaliditetom, a posebno u pristupu pravdi, zaštiti od nasilja u porodici, u obrazovanju, zdravstvu i zapošljavanju;

• Nastavljanje napora u borbi protiv trgovine ljudima, posebno trgovine decom i decom migrantima bez pratnje.

Koalicija je ovom prilikom apelovala na razmatranje i prihvatanje svih navedenih preporuka kako bi se i na taj način iskazala jasna posvećenost ka kreiranju okruženja u kojem se ostvaruju prava sve dece u Republici Srbiji.

U vezi poslatog dopisa stigao je odgovor iz Kabineta predsednika Vlade Republike Srbije gde je istaknuto da su odgovori Republike Srbije na preporuke država članica UN iz Trećeg ciklusa Univerzalnog periodičnog pregleda upućeni na zvanično mišljenje svim resorima zaduženim za sprovođenje preporuka iz ovog procesa 19. marta 2018. godine i da će biti upućeni Vladi na usvajanje. Od ukupno 116 preporuka koje su vraćene na naknadno izjašnjenje, prihvaćena je 101, a notirano je 15 preporuka.

U vezi sa preporukama koje se odnose na oblast prava deteta, a koje je istakla Koalicija, delegacija Republike Srbije je zauzela stav da se prihvate sve preporuke na koje je Koalicija ukazala, a da se notira preporuka u vezi sa ratifikacijom Trećeg fakultativnog protokola uz Konvenciju o pravima deteta o postupku po predstavkama (komunikacijskim procedurama).

Potpisivanje Sporazuma o zaštiti dece od nasilja u Sremskoj Mitrovici

Centar za prava deteta prisustvovao je potpisivanju Sporazuma o zaštiti dece od nasilja, zlostavljanja i zanemarivanja Grada Sremske Mitrovice. Sporazum je potpisan 27. marta 2018. godine u Gradskoj kući u Sremskoj Mitrovici.

Potpisnici sporazuma su predstavnici relevatnih institucija iz sektora obrazovanja, zdravstva, socijalne zaštite, policije, pravosuđa, lokalne vlasti i organizacija civilnog društva.  Oni su ovim povodom definisali zajedničke ciljeve, a fokusiraće se najpre na prevenciju nasilja i razgovor s mladima, održavanje sastanaka i učenje o suzbijanju nasilja i ukazivanje na njegove posledice.

Cilj potpisivanja ovog Sporazuma je efikasnija saradnja između potpisnika sporazuma u oblasti planiranja i realizacije preventivnih aktivnosti u zaštiti dece od nasilja, unapređivanje načina saradnje u postupku zaštite dece od nasilja u okviru zakonom propisanih nadležnosti.

Rad na izradi Sporazuma realizovan je tokom 2017. godine u okviru projekta „Unapređenje interskorske saradnje u zaštiti dece od nasilja“ koji realizuje Centar za prava deteta  u partnerstvu sa UNICEF kancelarijom u Beogradu.

   

Projekat je usmeren na unapređenje intersktorske saradnje u 12 opština/gradova u Srbiji (Subotica, Vrbas, Novi Bečej, Sremska Mitrovica, Aleksinac, Svrljig, Knjaževac, Zaječar, Kraljevo, Trstenik, Paraćin i Vrnjačka Banja), sa ciljem podizanja kapaciteta profesionalaca u izabranim gradovima da organizuju i/ili ojačaju intersektorske timove koji rade na zaštiti dece od zlostavljanja i zanemarivanja.

Projekat se realizuje kao deo regionalnog projekta “Zaštita dece od nasilja i promovisanje inkluzije dece sa smetanjama u razvoju u zemljama Zapadnog Balkana i Turskoj” koji finansira Evropska unija, a sprovodi Unicef u partnerstvu sa Ministarstvom zdravlja, Ministarstvom za rad, zapošljavanje, boračka i socijalna pitanja i Ministarstvom prosvete, nauke i tehnološkog razvoja.

 

Centar za prava deteta učestvovao na sastanku tematske grupe MODS-a „Participacija dece“

Centar za prava deteta učestvovao je na sastanku tematske grupe MODS-a „Participacija dece“. Na sastanku se govorilo o načinima na koji su deca bila uključena u konsultacije prilikom izrade Nacrta strategije za prevenciju i zaštitu dece od nasilja za period od 2018. do 2022. godine, kao i načinima na koji su deca bila uključena u procese praćenja ostvarivanja prava deteta i izveštavanja pred UN Komitetom za prava deteta.

Ispred Centra za prava deteta sastanku je prisustvovala Jelena Paunović, pravna savetnica. Ona je prisutnima predstavila načine i modele rada koje Centar za prava deteta koristi prilikom uključivanja dece u procese praćenja ostvarivanja njihovih prava, zagovaranja za njihovu primenu i izveštavanje pred međunarodnim telima. Tom prilikom članovima tematske grupe je predstavila rad Kluba DX Dečjeg informativno-kulturnog servisa – Kluba DX, koji je aktivan u okviru Centra za prava deteta od njegovog nastanka.

Jelena je predstavila učešće članova Kluba DX u pripremi prvog dečjeg izveštaja o ostvarivanju prava deteta u Srbiji 2007. godine, koji su deca predstavila pred Komitetom za prava deteta u Ženevi 2008. godine, a zatim u 14 gradova širom Srbije.

Klub DX je bio okosnica rada Koalicije dece i mladih koja je učestvovala u izveštavanju po Fakultativnim protokolima uz Konvenciju o pravima deteta. Koalicija dece je sprovela istraživanje o stavovima dece i mladih o temama na koje se Protokoli odnose, a čiji rezultati su kasnije uvršteni u Alternativne izveštaje o primeni Fakultativnih protokola. Februara 2010. godine članovi Dečje koalicije, zajedno sa predstavnicima Koalicije za monitoring prava deteta u Republici Srbiji, predstavili su Alternativne izveštaje članovima Komiteta za prava deteta.

Jelena Paunović upoznala je prisutne sa metodologijom uključivanja dece u monitoring i zagovaranje za ostvarivanje prava deteta koja je razvijena u okviru projekta ” Živeti prava deteta ”.

Centar za prava deteta je sa decom i mladima iz Beograda, Niša i Užica pripremio i “Izveštaj o ostvarivanju prava deteta u Republici Srbiji iz ugla dece i mladih” 2012. godine. Delovi ovog izveštaja pronašli su svoje mesto u Drugom i Trećem periodičnom izveštaju o primeni Konvencije o pravima deteta u Republici Srbiji (Državni izveštaj).

Deca i mladi iz Kluba DX imali su iskustva učešća u konsultativnim procesima prilikom izrade različitih nacrta zakona, strateških dokumenata i akcionih planova  (npr. Nacrt zakona o pravima deteta, Nacrt strategije za prevenciju i zaštitu dece od nasilja, i dr.)

Takođe predstavljen je i rad na polju pripreme različitih materijala prilagođenih deci kao što je lako čitljiva knjiga za decu i mlade da im pomogne da razumeju preporuke UN Komiteta za prava deteta O TEBI SE RADI.

Jelena je naglasila da je učešće dece i mladih jedan od osnovnih principa rada Centra za prava deteta te je, sa tim u vezi, najavila i učešće dece iz Kluba DX u izradi novog Nacionalnog plana akcije za decu u saradnji sa Save the Children International. Takođe najavljeno je i učešće dece u projektu “Praćenje implementacije preporuka Komiteta Ujedinjenih Nacija za prava deteta” koji Centar sprovodi uz podršku kancelarije UNICEF-a u Srbiji.

 

A meeting of the Coalition for Monitoring Child Rights in Serbia held in the Child Rights Centre in the context of the project “Child Rights in Policy and Practice”

The Coalition for Monitoring Child Rights in Serbia, consisted of the following organisations: Belgrade Centre for Human Rights, Uzice Child Rights Centre, ASTRA, Centre for Social Policy and Child Rights Centre, held a meeting in the premises of the Child Rights Centre.

Topics discussed were related to the upcoming plans, as well as the activities implemented by the Coalition in the first quarter of 2018. A short overview was made regarding the Coalition’s contribution to the Lanzarote Committee in the second thematic monitoring round of the implementation of the Council of Europe Convention on the protection of children against sexual exploitation and sexual abuse.

Also, representatives of the Child Rights Centre introduced members of the Coalition with its Emergency Response Plan developed with the support of the Save the Children. Coalition members agreed to develop a joint Emergency Response Plan in the upcoming period.

The Coalition members also agreed upon advocacy activities towards introduction of an explicit ban on corporal punishment of children. In addition, various opportunities for promotion of a joint policy paper advocating for the implementation of the United Nations Committee on the Rights of the Child Concluding Observations on the combined second and third periodic reports of Serbia published in 2017 were also discussed at the meeting.

All the above mentioned activities of the Coalition are supported within the project “Child Rights in Policy and Practice” implemented by the Child Rights Centre in partnership with the Save the Children International, funded by the Government of Sweden.  This project aims to improve child protection system, as well as structures and mechanisms for monitoring and implementing the rights of the child, including the participation of children in these processes in Serbia.

Implementation of the Project “Monitoring the Implementation of the Recommendations of the United Nations Committee on the Rights of the Child”

Another meeting on monitoring the implementation of the recommendations of the United Nations Committee on the Rights of the Child was organized in the premises of the Child Rights Centre on Friday, 16 March 2018.

The meeting was an opportunity to further discuss the need for development of an instrument for monitoring the state bodies’ performance in line with the Concluding Observations of the United Nations Committee on the Rights of the Child on the combined second and third periodic reports of the Republic of Serbia. The discussion focused particularly on importance of development of indicators as integral part of this instrument.

All recommendations should be seen in connection to the recommendations of other United Nations human rights mechanisms relevant for Serbia but special attention should be taken to specificities of each recommendation. Particular focus was put on defining outcome, but also process indicators.

The meeting gathered independent experts, representatives of the UNICEF Office in Serbia and the Government of Serbia Office for Human and Minority Rights, as well as representatives of the Coalition for monitoring the rights of the child in Serbia: ASTRA, Belgrade Centre for Human Rights, Centre for Social Policy, Uzice Child Rights Centre and Child Rights Centre.

The project “Monitoring the Implementation of the Recommendations of the United Nations Committee on the Rights of the Child” is supported by the UNICEF Office in Serbia and implemented by the Child Rights Centre with the support of the Government of Serbia Office for Human and Minority Rights. The project expected result is improved monitoring of the implementation of the recommendations of the United Nations Committee on the Rights of the Child through cooperation of state, civil society organisations and children.

Održan sastanak povodom projekta “The Right of the Child to be Heard”

Sastanak stručnjaka i predstavnica Centra za prava deteta održan je u okviru projekta “The right of the child to be heard” koji Centar za prava deteta sprovodi na osnovu dodeljenih sredstava Evropske unije u okviru Evropskog instrumenta za demokratiju i ljudska prava. Projekat je usmeren na unapređenje vladavine prava u Republici Srbiji kroz promovisanje dobrog upravljanja, a naročito prava deteta na participaciju kao jednog od osnovnih prava i principa Konvencije o pravima deteta.

U okviru projekta će se pripremiti materijali prilagođeni deci koji su usmereni na to da dete izrazi svoje mišljenje i da se ono uzme u obzir prilikom donošenja odluka koje se tiču dece u sistemima pravosuđa, socijalne zaštite, zdravstva i obrazovanja. Time se deci omogućava aktivno učešće u ovim postupcima na transparentan način, ali im se i približava kontekst samih postupaka i načini na koje mogu izraziti svoje mišljenje. Pored štampanih i onlajn brošura koji će biti pripremljeni na deci razumljivom jeziku, biće izrađena i virtuelna aplikacija u kojoj će deci biti omogućeno da na zanimljiv i njima blizak način bolje upoznaju i razumeju ove postupke i svoja prava. Deca sa kojom sarađuje Centar za prava deteta – naročito Klub DX – će biti  aktivno uključena u sam proces izrade i odobriće sadržaj ovih materijala i virtuelne aplikacije.

Projekat takođe obuhvata i izradu dokumenta – mape puta – koja će biti kreirana kroz niz stručnih konsultacija sa relevantnim stručnjacima i ključnim akterima u ovim oblastima, kako bi se planirali dalji koraci u vezi sa poboljšanjem politike i prakse u oblasti prava deteta da izrazi svoje mišljenje i da se ono uzme u obzir prilikom donošenja odluka koje se tiču dece.

Održana treća sednica Saveta za prava deteta: Participacija dece u odlukama koje ih se tiču poželjna kao redovna praksa

Savet za prava deteta Vlade Republike Srbije održao je 1.03.2018. godine treću redovnu sednicu. Na sednici je predstavljen Nacrt strategije za prevenciju i zaštitu dece od nasilja, nakon čega je donet zaključak o prihvatanju konačnog teksta Nacrta strategije.

Članovi i članice Kluba DX su u septembru prošle godine svojim predlozima i komentarima doprineli izradi Nacionalne strategije za prevenciju i zaštitu dece od nasilja. Tom prilikom su, između ostalog, naglasili značaj uključivanja dece i mladih u procesu osmišljavanja i prenošenja ključnih poruka svojim vršnjacima o prevenciji svih oblika nasilja, a na jeziku prilagođenom njihovom uzrastu. Takođe su istakli važnost uključivanja dece u aktivnosti i izveštavanje Radne grupe za praćenje i izveštavanje o sprovođenju Strategije.

Na sednici je predstavljeno i to da je formirana Radna grupa za izradu Nacionalnog plana akcije za decu u čijem radu će učestvovati i predstavnica Centra za prava deteta.

Direktorka Centra za prava deteta, Ines Cerović, koja je prisustvovala ovoj sednici je sa članovima Saveta podelila informaciju o spremnosti Centra za prava deteta da omogući aktivno uključivanje dece i mladih u proces donošenja novog akcionog plana. Kroz saradnju sa Save the Children International stvorena je mogućnost da deca i mladi iz Kluba DX, saradničkih osnovnih i srednjih škola u Beogradu i dečjih klubova iz drugih gradova učestvuju u formulisanju politike Republike Srbije prema deci.

Predsednica Saveta za prava deteta, Slavica Đukić Dejanović, istakla je da je učešće dece u radu Saveta dragoceno, da su njihovi uvidi i predlozi izuzetno važni i da participacija dece treba da postane praksa u donošenju odluka koje ih se tiču.

U radu sednice Saveta za prava deteta učestvovali su ministri Zoran Lončar, Mladen Šarčević i Zoran Đorđević i predstavnik UNICEF-a za Srbiju Mišel Sen Lo. Oni su ovom prilikom potpisali  dokument “Poziv na akciju“, za unapređenje podrške razvoju dece u ranom uzrastu, odnosno od trudnoće do prvih 1.000 dana. Posebno je istaknuto da je prvih hiljadu dana razvoja nervnog sistema deteta zapravo okvir za psihološku, saznajnu, fizičku i emotivnu komponentu budućih odraslih ljudi, te da je zbog toga, produbljivanje znanja i poboljšanje uslova da svi ti segmenti budu zadovoljeni na najbolji mogući način, zadatak celog društva.

Održan sastanak povodom projekta  ”Praćenje primene preporuka Komiteta za prava deteta UN”

U okviru projekta ”Praćenje primene preporuka Komiteta za prava deteta UN”, u utorak 30. januara, održan je sastanak u prostorijama Centra za prava deteta. Na sastanku se diskutovalo o potrebi razvoja instrumenta za praćenje postupanja organa po preporukama Komiteta za prava deteta UN koje je Srbija dobila nakon razmatranja Drugog i Trećeg periodičnog izveštaja o primeni Konvencije o pravima deteta.

Sastanku su, pored direktorke i predstavnika Centra za prava deteta, prisustvovali nezavisni eksperti, predstavnici organizacije Astra, Beogradskog centra za ljudska prava, Centra za socijalnu politiku i Kancelarije za ljudska i manjinska prava Vlade Republike Srbije.

Projekat ”Praćenje primene preporuka Komiteta za prava deteta UN” finansiran je od strane Kancelarije UNICEF u Srbiji, a sprovodi ga organizacija Centar za prava deteta uz podršku Kancelarije za ljudska i manjinska prava Vlade Republike Srbije. Ciljevi projekta usmereni su na unapređenje praćenja preporuka Komiteta za prava deteta UN kroz saradnju javnog sektora, organizacija civilnog društva i dece.

Nova publikacija Centra za prava deteta „HRABRO U PROMENE”

Publikacija je nastala u partnerstvu sa Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – Regionalni projekat „Socijalna prava za osetljive grupe“, GIZ/CIM Program „Migracije za razvoj”. 

Centar za prava deteta je izdao publikaciju „HRABRO U PROMENE” u okviru projekta “Deca povratnici u fokusu”. Reč je o lako čitljivoj publikaciji namenjenoj deci povratnicima kako bi se osnažila za lakše prevazilaženje izazova sa kojima se susreću prilikom dolaska u Srbiju.

Ova knjiga deci i mladima pruža mogućnost da se upoznaju sa pojedinim pravima koja imaju u Srbiji, da saznaju kome mogu da se obrate za pomoć i podršku kada im je potrebna, daje savete koji im mogu pomoći da razumeju okruženje u kome se nalaze, kao i da ih ohrabri kako da se lakše prilagode promeni koja je nastala u njihovom životu. Knjiga je pripremljena na srpskom i nemačkom jeziku.

Autorkama publikacije Biljani Lajović i Kosani Beker u njenoj izradi pomogli su članovi i članice kluba Dečji informativno kulturni servis – DX i učenici Osnovne škole “Branko Pešić” iz Zemuna.

“HRABRO U PROMENE-Veränderungen mutig begegnen”

Deca i mladi koji su zainteresovani da imaju svoj  primerak mogu ga preuzeti od članica Mreže pružalaca besplatne pravne pomoći u oblasti prava deteta (PRAXIS, YUCOM, Pomoć deci, Oaza sigurnosti Kragujevac, Gradska uprava Kikinda, Služba besplatne pravne pomoći, Građanski forum Novi Pazar, Edukativni centar Roma) koje su uključene u realizaciju projektnih aktivnosti.

Projekat „Deca povratnici u fokusu“ treba da doprinese unapređenju položaja dece povratnika i ostvarivanju njihovih prava, kroz obezbeđivanje besplatne pravne pomoći prilagođene deci i uticaja na relevantne aktere u lokalnim sredinama, kako bi u svom radu  koristili pristup baziran na pravima deteta i imali dete u fokusu. Projekat je počeo se realizacijom 1. avgusta 2017. godine i traje do 31. decembra 2017. godine.

Održan okrugli sto „Izričita zabrana telesnog kažnjavanja dece u Srbiji u svim okruženjima“ u Užicu

Centar za prava deteta i Užički centar za prava deteta u Regionalnom centru za profesionalni razvoj zaposlenih u obrazovanju održali su okrugli sto na temu „Izričita zabrana telesnog kažnjavanja dece u Srbiji u svim okruženjima“.

Ovom prilikom govorili su Biljana Lajović, specijalistkinja školske psihologije, predstavnici Užičkog centra za prava deteta i Centra za prava deteta iz Beograda koji zajednički organizuju događaj kao članice Koalicije za monitoring prava deteta u Srbiji.

Učesnici okruglog stola diskutovali su o posledicama telesnog kažnjavanja dece u Srbiji, psihološkim i socijalnim posledicama po dete, kao i ulozi predstavnika obrazovnog sistema u promovisanju pozitivnih nenasilnih i participativnih načina vaspitanja i disciplinovanja deteta.

Okrugli sto organizovan je u okviru projekta “Prava deteta u politikama i praksi” koji Centar za prava deteta sprovodi u partnerstvu sa Save the Children International, a koji finansira Vlada Švedske. Ciljevi ovog projekta usmereni su na unapređenje sistema zaštite dece, kao i strukture i mehanizama za praćenje i primenu prava deteta, sa posebnim fokusom na participaciji dece u ovim procesima.

U okviru ovog projekta, Centar za prava deteta će sledeću godinu posvetiti ovoj temi kroz kampanju koja će imati za cilj podizanje svesti javnosti o posledicama telesnog kažnjavanja dece, posebno među roditeljima, promociji pozitivnih i nenasilnih metoda vaspitanja i upoznavanju javnosti sa pravima deteta uopšte.

 

 

 

 

Održan okrugli sto „Izričita zabrana telesnog kažnjavanja dece u Srbiji u svim okruženjima“

Centar za prava deteta održao je u Institutu za kriminološka i sociološka istraživanja 25. decembra 2017. godine okrugli sto pod nazivom: „Izričita zabrana telesnog kažnjavanja dece u Srbiji u svim okruženjima“.

Na okruglom stolu se diskutovalo o rasprostranjenosti primene telesnog kažnjavanja dece u Republici Srbiji i posledicama koje ono ima po njihov razvoj,  usklađenosti normativnog okvira koji se odnosi na zabranu telesnog kažnjavanja dece sa relevantnim međunarodnim standardima, kao i ulozi stručnjaka koji rade sa decom u promovisanju nenasilnih i participativnih načina vaspitanja i disciplinovanja deteta.

U uvodnom delu prof. dr Veronika Išpanović, psihijatar za decu i mlade, redovna profesorka Univerziteta u Beogradu i članica Saveta za prava deteta Vlade Republike Srbije, objasnila je da istraživanja dokazuju da postoji jasna veza između telesnog kažnjavanja dece i čitavog spektra negativnih posledica po razvoj deteta, te da ne postoje dokazi o koristima ili prednostima telesnog kažnjavanja u vaspitanju i disciplinovanju dece.

Pri telesnom kažnjavanju dete uči da je prihvatljivo da ga nasilno kažnjavaju oni koji ga vole. Taj model ponašanja se prenosi na odraslo doba što često dovodi do nasilja u porodici. Prema rezultatima istraživanja pokazatelja stanja i položaja žena i dece koje je sproveo MICS program (Multiple Indicator Cluster Survey – MICS), 45 odsto dece u Srbiji je izloženo telesnom kažnjavanju koje se koristi kao vaspitna metoda. Teškim oblicima telesnog kažnjavanja najviše su izložena deca od prve do četvrte godine. Osnovno pravo deteta je da bude zaštićeno od svih oblika nasilja i zato se zalažemo za izričitu zabranu telesnog kažnjavanja u svim okruženjima, istakla je profesorka Išpanović.

Poslednji rezultati istraživanja pokazuju postepeno smanjenje nasilnih metoda vaspitavanja dece u opštoj populaciji, kao i u romskim naseljima. Telesno kažnjavanje dece postaje sve manje društveno prihvatljivo, a protiv ovakvih metoda disciplinovanja javno se zalaže sve veći broj stručnjaka.

O postojećem normativnom okviru i načinima za unapređenje pravnog sistema Republike Srbije govorila je Ranka Vujović, pomoćnica direktora Republičkog sekretarijata za zakonodavstvo:

Ustav Republike Srbije jemči deci ljudsko dostojanstvo. Prema Konvenciji o pravima deteta države su dužne da ukinu tradicionalne i štetne prakse koje doprinose povređivanju ljudskog dostojanstva deteta, rekla je Ranka Vujović.

Ona je istakla i da Porodični zakon insistira na uzajamnom poštovanju dece i roditelja.

Kako je  Ranka Vujović objasnila, pojam “fizičkog zlostavljanja deteta”, kao i drugi pojmovi u vezi sa tim, nije dovoljno precizno definisan u Porodičnom zakonu, kao ni u Krivičnom zakoniku, što utiče na nesankcionisanje ove prakse u odgovarajućim sudskim postucima, te nesumnjivo postoji potreba za izričitom zabranom telesnog kažnjavanja dece u porodičnom okruženju.

U julu 2017. godine stručnjaci iz oblasti prava deteta, iz državnog i civilnog sektora, započeli su rad na izradi Nacrta nacionalne strategije za prevenciju i zaštitu dece od nasilja za period 2018.-2022. godine.

Dr. Ivana Stevanović, direktorka Instituta za kriminološka i sociološka istraživanja, predsednica Centra za prava deteta i članica Saveta za prava deteta Vlade Republike Srbije, naglasila je da je izričita zabrana telesnog kažnjavanja prvi korak, a da je nakon toga vrlo važno da stručnjaci pružaju podršku roditeljima u promovisanju pozitivnog, nenasilnog modela vaspitanja i disciplinovanja dece, što bi dalje doprinelo izgradnji nenasilnih modela ponašanja u našem društvu uopšte.

Komitet za prava deteta Ujedinjenih nacija je u svojim preporukama za Republiku Srbiju, usvojenim u februaru 2017. godine, izrazio zabrinutost što je telesno kažnjavanje dece dozvoljeno u porodičnom okruženju i preporučio da se telesno kažnjavanje izričito zabrani zakonom.

Centar za prava deteta sprovodi projekat “Prava deteta u politikama i praksi” u partnerstvu sa Save the Children International, a koji finansira Vlada Švedske. Ciljevi ovog projekta usmereni su na unapređenje sistema zaštite dece, kao i strukture i mehanizama za praćenje i primenu prava deteta, sa posebnim fokusom na participaciji dece u ovim procesima.

Ovom prilikom stručnjaci iz oblasti prava deteta diskutovaće o normativnom okviru zabrane telesnog kažnjavanja dece u Srbiji, psihološkim i socijalnim posledicama telesnog kažnjavanja po dete, kao i ulozi i mestu profesionalaca u promovisanju pozitivnih, nenasilnih i participativnih načina vaspitavanja i disciplinovanja deteta. Na okruglom stolu govoriće:

Child Rights Centre participated in the pre-session of the 29th Universal Periodic Review

Within the third cycle of the Universal Periodic Review (UPR), human rights activists presented the current state of human rights in the Republic of Serbia at the pre-session held in Geneva, in Palais des Nations, from 12 to 14 December 2017. Apart from the representatives of the Republic of Serbia, representatives of non-governmental organisations (NGOs) from Burundi, Mali, Botswana, Israel, United Arab Emirates, France and Romania also participated in the pre-session.

The UPR is a unique mechanism of the Human Rights Council aimed at improvement of the human rights situation on the ground of each of the United Nations Member States. The result of each review is reflected in the Final Report of the Working Group which lists the recommendations for improvement of human rights in the State under review.  As the States are requested to comment on each of the recommendation, they are also responsible for further implementation of the accepted recommendations, which leads to a continued national and international oversight of their implementation on the ground.

NGOs have an important role in securing that all relevant information will be provided in the UPR since the pre-session for civil society organisations represents a platform for their active participation in the process. Representatives of national and international NGOs provided their suggested recommendations that should be made to the Republic of Serbia in the forthcoming third cycle of the UPR that will be held in January 2018.

Various human rights issues were discussed during the pre-session, and six out of seven panels were related to the rights of the child and trafficking in human beings.

Child Rights Centre participated in the pre-session as a member of the Coalition for monitoring child rights. Director of the Centre for Child Rights, Ms. Ines Cerović, presented the key aspects that need to be taken into account in implementation of the rights of the child in the Republic of Serbia. Ms. Cerović urged that improvement of the rights of the child should be made a prominent issue in the upcoming UPR process, which would imply, inter alia, the following: a) adoption of the Law on child rights, b) establishment of an ombudsperson for children, c) improvement of the rights of children in conflict with the law, and d) improvement of the rights of asylum seeking children.

The Coalition advocates for the implementation of all the rights stipulated by the Convention on the Rights of the Child. It is consisted of five civil society organizations highly profiled in monitoring and reporting in different areas of the rights of the child: Uzice Child Rights Centre, Belgrade Centre for Human Rights, ASTRA – Anti Trafficking Action, Centre for Social Policy and Child Rights Centre.

Centar za prava deteta obeležio Međunarodni dan ljudskih prava učešćem na sajmu “Složni mozaik”

Centar za prava deteta obeležio je Međunarodni dan ljudskih prava  – 10. decembar učešćem na sajmu “Složni mozaik”, koji drugu godinu zaredom organizuje Kancelarija za ljudska i manjinska prava Republike Srbije.

Na Sajmu su učestvovali predstavnici državnih institucija, nacionalnih saveta, organizacija civilnog društva i turističkih organizacija.

Sajam je organizovan u saradnji sa nacionalnim savetom mađarske, slovačke, češke, romske, crnogorske, nemačke, bugarske, rumunske, hrvatske, bunjevačke, rusinske, ukrajinske, vlaške, makedonske, grčke, nemačke i aškalijske nacionalne manjine, koji su na štandovima predstavili svoju kulturnu baštinu.

U okviru kulturno-umetničkog programa nastupila su kulturno-umetnička društva koja su izvodila tradicionalne igre i pesme.

  

 

Članica Dečjeg informativno-kulturnog servisa DX prenela glas dece iz Srbije u Evropskom parlamentu

Povodom Svetskog dana deteta, članica Dečjeg informativno-kulturnog servisa DX, Simonida Komazec, posetila je Brisel gde je učestvovala u debati “Evropa kakvu želimo” u Evropskom parlamentu.

Deca iz 12 zemalja mogla su da razgovaraju sa predsednikom Evropskog parlamenta, gospodinom Antoniom Tajani. Naša predstavnica Simonida je iskoristila ovu priliku da se obrati i članici Evropskog parlamenta i političarki iz Švedske, Ani Marii Coraca Bildt. Ona je pokrenula razgovor o digitalnom nasilju među decom i pitala koje korake parlament preduzima, kada je reč o sprečavanju ove vrste nasilja, kojim se krše prava deteta. Gospođa Ana Maria Coraca Bildt je objasnila da :

Posmatrano sa pravnog aspekta,  Evropski Parlament radi na tome da donese zakonodavni okvir kako bi svi vidovi dečje eksploatacije bili zakonski sankcionisani u svakoj zemlji. Država treba što pre da učini da zakoni postanu realnost. To je važno, jer ova krivična dela pogađaju sve generacije mladih.  Veoma je važno da ohrabrimo decu da prijave nasilje i iznesu svoje mišljenje umesto da se izoluju. Potrebno je da ohrabrimo svakoga ko nema hrabrosti da stane za sebe – članica Evropskog parlamenta, Ana Maria Corazza Bildt

Simonida Komazec je dodala i da deca smatraju da je mnogo efikasnije da i oni  budu uključeni u preventivne procese, jer smatraju da je žrtvama nasilja lakše da se, u ovakvim slučajevima,  obrate svojim vršnjacima.

Simonida se nakon toga obratila i predsednici Malte Mari-Luiz Koleiro Preca sa pitanjem zašto parlament nije ranije stvorio prostor da se deca uključe i iskažu svoje mišljenje, na koje je takođe dobila odgovor predsednice Mari-Luiz Koleiro Preca:

Smatram da je važno da svi vidimo prava deteta pre svega kao ljudska prava. Moramo da razumemo da su deca i mladi već građani. Često verujemo da su deca “sutra”, ali to je pogrešno. Deca su “danas”. Ti imaš parvo da izneseš svoje mišljenje, a mi imamo odgovornost da te saslušamo – predsednica Malte, Mari-Luiz Koleiro Preca

Cilj debate bio je preuzimanje ključnih uloga dece i mladih u medijima i političkim procesima, kako bi govorili protiv diskriminacije i nepravde kao i u ime dece koja su nezaštićena ili im nije ostvareno pravo na školovanje.

The Child Rights Centre has published the publication “Recommendations of the UN Committee on the Rights of the Child – How Can We Achieve Them from the Perspective of the Coalition for Monitoring Child Rights in the Republic of Serbia”

The Coalition for Monitoring Child Rights in the Republic of Serbia (Child Rights Centre, Child Rights Centre Uzice, Belgrade Centre for Human Rights, ASTRA – Anti-Trafficking Action and Center for Social Policy) prepared the publication “Recommendations of the UN Committee on the Rights of the Child – How Can We Achieve Them from the Perspective of the Coalition for Monitoring Child Rights in the Republic of Serbia”, as the starting point and guidelines for advocacy activities in order to implement the recommendations of the Committee on the Rights of the Child. The publication lists the recommendations that the Coalition considers to be of a priority, considering that all recommendations of the Committee on the Rights of the Child are important and that it is necessary to act upon them.

The United Nations Committee on the Rights of the Child has reviewed the Second and Third Periodic Reports on the Implementation of the Convention on the Rights of the Child in the Republic of Serbia, adopted the Concluding Observations on 3 February 2017 and invited Serbia to submit the next periodic report by 24 May 2022.

Through the concluding observations, the Committee pointed to what is needed to be undertaken in order to improve the implementation of the Convention on the Rights of the Child in Serbia. These measures are primarily the obligation of the State, but the role of the civil sector and the general public is to encourage and collaborate with the State.

This publication was created within the project “Child Rights in Policy and Practice”, implemented by the Child Rights Centre in cooperation with Save the Children International, and funded by the Government of Sweden.

Održan sastanak intersektorskih timova za zaštitu dece od zlostavljanja i zanemarivanja

U okviru projekta “Unapređenje intersektorske saradnje u zaštiti dece od nasilja” koji Centar za prava deteta realizuje u partnerstvu sa UNICEF kancelarijom u Beogradu, 16. oktobra 2017. godine je održan sastanak sa intersektorskim timovima za zaštitu dece od zlostavljanja i zanemarivanja.

Cilj sastanka je bio razmena iskustva i podizanje kapaciteta intersektorskih timova za zaštitu dece od zlostavljanja i zanemarivanja. Na sastanku su intersektorski timovi iz Subotice, Vrbasa, Novog Bečeja i Sremske Mitrovice  razmenili dosadašnja iskustva na unapređenju intersektorske saradnje i razmatrali dalje načine unapređenja saradnje kroz izradu lokalnih protokola o saradnji.

Sastanku su prisustvovali i predstavnici intersektorskih timova za zaštitu dece od zlostavljanja i zanemarivanja Novi Sad, koji imaju višegodišnje iskustvo u rešavanju slučajeva nasilja nad decom i koji navedenim intersektorskim timovima pružaju vršnjačku podršku u procesu unapređenja intersektorske saradnje.

Ovaj projekat se realizuje kao deo regionalnog projekta “Zaštita dece od nasilja i promovisanje inkluzije dece sa smetanjama u razvoju u zemljama Zapadnog Balkana i Turskoj” koji finansira Evropska unija, a sprovodi UNICEF, u partnerstvu sa Ministarstvom zdravlja, Ministarstvom za rad, zapošljavanje, boračka i socijalna pitanja i Ministarstvom prosvete, nauke i tehnološkog razvoja.

Two-day training “Children Returnees in Focus” held

The Child Rights Centre held a two-day advanced training on the rights of children returnees to members of the Network of free legal aid providers in the field of child rights, refugee commissioners and Roma coordinators from Belgrade (Palilula, Cukarica), Zemun, Novi Pazar, Kursumlija, Niš, Kragujevac, Kikinda, Subotica, Vranje and Bujanovac.

The training was held within the project “Children Returnees in Focus”, which is being implemented in cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – Regional project “Social Rights for Sensitive Groups”, GIZ / CIM Program “Migration for Development”.

The training “Children Returnees in Focus” was held on 17 and 18 October, 2017 in Belgrade.

The focus of the training was to familiarise the participants with the position and rights of children returnees in the Republic of Serbia and the ways of their realisation. The participants had the opportunity to learn about the indirect and direct discrimination that these children and their families are most often exposed to. In addition, a special part of the training was dedicated to strengthening the capacity of the participants in raising awareness and overcoming their own prejudices and stereotypes.

On the first day of the training, Prof. Dr. Nevena Petrusic and Kosana Beker introduced participants with guaranteed child rights in the readmission process, with special emphasis on regulating the legal status of these children, as well as with the ways of exercising the right to social and health care for these children in Serbia.

The second day of the training was dedicated to recognising the direct and indirect discrimination that the children returnees and their families are most often exposed to. These themes were discussed with prof. Dr. Jelena Vranješević and Tamara Tomašević.

During the training, participants also discussed with the lecturers about the challenges they face in their everyday work and the ways in which they can be overcome, such as: The necessity of strengthening the capacities and knowledge of the employees in the centers for social work on the children returnees as a particularly vulnerable social group; More intensive networking of actors in charge of implementation of support measures; Providing psychological support to free legal aid providers and other service providers at the local level in order to provide end-users with as much assistance and support as possible.

Centar za prava deteta objavio publikaciju “O TEBI SE RADI – Knjiga za decu i mlade da im pomogne da razumeju preporuke UN Komiteta za prava deteta”

Centar za prava deteta objavio je publikaciju “O TEBI SE RADI – Knjiga za decu i mlade da im pomogne da razumeju preporuke UN Komiteta za prava deteta”. Publikacija je pripremljena sa ciljem kako bi se što veći broj dece upoznao sa Zaključnim zapažanjima i preporukama, koje je Komitet za prava deteta uputio Republici Srbiji nakon razmatranja Drugog i trećeg periodičnog izveštaja o primeni Konvencije o pravima deteta.

Publikaciju su pripremili članovi kluba Dečji informativno-kulturni servis – DX zajedno sa Centrom za prava deteta. Nakon što su detaljno pregledali Zaključna zapažanja i preporuke UN Komiteta za prava deteta, članovi DX-a su odabrali one preporuke za koje smatraju da su najvažnije za njihove vršnjake i u saradnji sa Centrom ih predstavili na deci razumljiv način.

Ova publikacija nastala je u okviru projekta “Prava deteta u politikama i praksi”, u saradnji sa organizacijom Save the Children International, koji finansira Vlada Švedske.

Deca poručuju muralom: Pogledaj levo – pogledaj desno, tek onda kreni!

Deca i mladi iz Dečjeg kulturno informativnog servisa – DX i Kluba za zdrave promene oslikali su deo Knez Mihajlove ulice u okviru akcije za bezbednost dece u saobraćaju. Akcija je organizovana u okviru projekta “Prava deteta u politikama i praksi”, koji sprovodi Centar za prava deteta u saradnji sa međunarodnom organizacijom Save the Children International.

Cilj događaja je bio skretanje pažnje sugrađanima na značaj informisanja dece o saobraćajnim pravilima i povećanju njihove bezbednosti.

Umetnica Bojana Torlak je sa mladim članovima oslikala deo trotoara koji povezuje glavnu beogradsku ulicu i Kalemegdansku tvrđavu. Mural jarkih boja sa uputstvom za prelazak ulice sada skreće pažnju svim pešacima, a posebno deci, da povećaju oprez pri učešću u saobraćaju.

Mladi članovi DX-a i Kluba za zdrave promene su takođe ovom prilikom razgovarali sa decom i mladima o saobraćajnim znakovima i pešačkim pravilima. Neki od njih su učestvovali u nagradnom kvizu, prilikom čega su proverili svoje znanje o saobraćajnim znacima.

 

Publikacija “Prava deteta u Srbiji – Zaključna zapažanja UN Komiteta za prava deteta” predstavljena udruženjima i medijima

Publikacija je nastala u okviru projekta “Prava deteta u Srbiji – praćenje preporuka UN Komiteta za prava deteta i Univerzalni periodični pregled”, koji finansira Kancelarija za ljudska i manjinska prava Vlade Republike Srbije u okviru programa “Sprovođenje antidiskriminacionih politika u Republici Srbiji”.

Komitet Ujedinjenih nacija za prava deteta razmotrio je Drugi i treći periodični izveštaj o primeni Konvencije o pravima deteta u Republici Srbiji i usvojio zaključna zapažanja 3. februara 2017. godine.

Stoga su, u okviru pomenutog projekta, Centar za prava deteta, Užički centar za prava deteta i organizacija ASTRA – Akcija protiv trgovine ljudima (članice Koalicije za monitoring prava deteta u Republici Srbiji) pripremile ovu publikaciju u nameri da se što većem broju udruženja građana, institucija, medija i opštoj javnosti približe Zaključna zapažanja UN Komiteta za prava deteta.

Publikacija sadrži prikaz procesa izveštavanja pred UN Komitetom za prava deteta i Zaključna zapažanja Komiteta za prava deteta. Osim toga, publikacija pruža i osnovne informacije o Koaliciji za monitoring prava deteta u Republici Srbiji i Savetu za praćenje primene preporuka mehanizama Ujedinjenih nacija za ljudska prava, radnom telu Vlade Republike Srbije.

Konferencija “Prava deteta u Srbiji – Preporuke UN Komiteta za prava deteta i Univerzalni periodični pregled”

Konferencija je održana u okviru projekta “Prava deteta u Srbiji – praćenje preporuka UN Komiteta za prava deteta i Univerzalni periodični pregled” koji sprovodi Centar za prava deteta u saradnji sa Užičkim centrom za prava deteta i organizacijom ASTRA. Projekat finansijski podržava Kancelarija za ljudska i manjinska prava Vlade Republike Srbije u okviru programa “Sprovođenje antidiskriminacionih politika u Republici Srbiji”.

Centar za prava deteta u saradnji sa Užičkim centrom za prava deteta i organizacijom ASTRA, održao je konferenciju namenjenu udruženjima građana i medijima “Prava deteta u Srbiji – Preporuke UN Komiteta za prava deteta i Univerzalni periodični pregled“, 25. septembra 2017. godine.

Konferenciju su u Kući ljudskih prava i demokratije otvorile Tanja Srećković ispred Kancelarije za ljudska i manjinska prava Vlade Republike Srbije i Slađana Radulović iz Centra za prava deteta.

Marija Petrović ispred Centra za prava deteta je prisutnima predstavila odabrana Zaključna zapažanja UN Komiteta za prava deteta sa preporukama, kao i mere koje je potrebno preduzeti u narednom periodu kako bi se ostvarivanje prava deteta u Republici Srbiji unapredilo. Radovan Cicvarić iz Užičkog centra za prava deteta i Ivana Radović ispred ASTRE – Akcije protiv trgovine ljudima, ukazali su na značaj dobijenih preporuka u oblasti obrazovanja i zaštite dece žrtava trgovine ljudima.

Prisutnima je podeljena i publikacija “Prava deteta u Srbiji – Zaključna zapažanja UN Komiteta za prava deteta sa preporukama” pripremljena u okviru pomenutog projekta u nameri da se što većem broju udruženja građana i medija približe Zaključna zapažanja UN Komiteta za prava deteta.

Takođe, na konferenciji je predstavljen i prilog udruženja građana s aspekta ostvarivanja prava deteta koji je pripremljen za 29. sesiju Trećeg ciklusa univerzalnog periodičnog pregleda za Republiku Srbiju. Sonja Tošković iz Beogradskog centra za ljudska prava je u vezi sa tim posebno istakla izazove u ostvarivanju prava dece migranata, tražioca azila i izbeglica u Republici Srbiji.

Završni deo konferencije bio je posvećen diskutovanju o dobijenim preporukama, predlozima udruženja građana za njihovo ostvarivanje i mogućim daljim pravcima delovanja.

Članica “Dečjeg informativno kulturnog servisa – DX” odabrana za člana prvog Dečjeg Saveta mreže “Eurochild”

Centar za prava deteta sa zadovoljstvom saopštava da je članica “Dečjeg informativnog centra – DX” odabrana za jednog od 12 članova prvog Dečjeg Saveta mreže “Eurochild”.

“Eurochild” je mreža organizacija i pojedinaca koji rade na poboljšanju kvaliteta života dece i mladih, a ove godine je u okviru nje osnovan prvi Dečji savet i nova Referentna grupa za učešće dece. Mandat za obe grupe traje dve godine – od jula 2017. do aprila 2019. godine.

Naša predstavnica će prisustvovati sastancima i treninzima u Briselu dva puta godišnje, gde će imati priliku da sa ostalim članovima razvija veštine zagovaranja i promovisanja prava deteta  na lokalnom, nacionalnom i međunarodnom nivou.

Naša predstavnica će kroz svoj dvogodišnji mandat u prvom Dečjem Savetu “Eurochild”-a stečeno znanje i veštine preneti svojim vršnjacima kako bi ih podstakla da učestvuju u donošenju odluka i preduzimanju aktivnosti u stvarima i postupcima koji se tiču dece i mladih u Republici Srbiji.

DX and Club for healthy changes mark the World Day Against Child Labour

Members of the club DX and Club for healthy changes marked the World Day against child labour by the action held in Knez Mihailova Street in Belgrade. Through the organised quiz children and young people from these two clubs wanted to draw attention of their fellow citizens to the problem of child labour in Serbia and introduce to them the facts aboutwhich jobs are considered dangerous for children.

Sinceon 30 May 2017 the Government of the Republic of Serbia adopted the Regulation on determining hazardous work for children which defines the “List of hazardous work for children”, children and their parents and other passers-by who took part in the quiz had the opportunity to learn more about it.

During 2016 members of the DX and Panel of young advisors of the Ombudsman participated in the workshop organised by the International Labor Organisation, and they gave their comments and proposals for amendment of the draft “List of hazardous work for children”. By adopting the Regulation on determining hazardous work for children, the Republic of Serbia has fulfilled the obligation assumed by ratifying the ILO Convention on the Worst Forms of Child Labour.

DX and Club for healthy changes have organised this action within the project “Child rights in the policies and practices” which the Child Rights Centre conducted in cooperation with Save the Children International, with financial support from the Swedish Development Aid. The action was held with the support of the

Centre for social preventive activities GRiG. Also, the action was supported by the visit of the representatives of the International Labour Organisation office in Serbia.

 

 

 

Child Rights in Policy and Practice

The Child Rights Centre (CRC), in cooperation with Save the Children International (SCI), is conducting theproject “Child Rights in Policy and Practice”. The project is implemented with the support of Swedish International Development Cooperation Agency – Sida.

This regional project will be implemented from 2017 to 2021. Beside the Child Rights Centre from Serbia, the partners on the project are the Children’s Rights Information Center, Moldova and Women’s Consortium Ukraine, Ukraine.

This project aims to improve child protection system, as well as the structures and mechanisms for monitoring and implementing the rights of the child, including the participation of children in these processes.

Through the project “Child Rights in Policy and Practice”, in the forthcoming period the CRC will advocate and initiate activities to indicate the following necessities:

  • Adopting the state policy towards children as the National Action Plan ceased to apply in 2015;
  • Strengthening the role of the Council for Child Rights of the Government of the Republic of Serbia;
  • Establishment of the budget with a clearly visible allocations intended for children;
  • Adoption of the Law on the Protector of the Rights of the Child;
  • The prohibition of corporal punishment in all settings including the family;
  • Ratification of the Optional Protocol on a Communications Procedure to the Committee on the Rights of the Child.

In partnership with members of the Coalition for Monitoring of Child Rights in the Republic of Serbia, the Centre will continuously work on monitoring the rights of the child and report about their implementation to: UN Committee on the Rights of the Child, Human Rights Council, European Commission and other institutions.

Within this project the CRC will also work on the prevention and protection of children from violence, through the establishment of a legal framework that will define an explicit prohibition of corporal punishment of children in all environments, and raising awareness of non-violent methods of children upbringing.

One of the important segments of the project is to increase the participation of children and young people in decision-making at the national and local levels. Therefore, together with the Club DX – Children’s Information Cultural Service and Club for Healthy Changes, the CRC will continuously work on providing information to children and young people about their rights and ways in which they can enjoy them.

Koalicija za monitoring prava deteta u Srbiji u trećem ciklusu Univerzalnog periodičnog pregleda

Republika Srbija nalazi se u trećem ciklusu Univerzalnog periodičnog pregleda. Ovaj proces otpočeo je ove godine, a biće okončan razmatranjem izveštaja Republike Srbije početkom sledeće godine.

Imajući u vidu da u ovom procesu Ujedinjenih nacija, organizacije civilnog društva imaju važnu ulogu, Centar za prava deteta u partnerstvu sa članicama Koalicije za monitioring prava deteta započinje izradu priloga s aspekta ostvarivanja prava deteta. Na radionici održanoj 27. aprila 2017. godine, a u organizaciji Kuće ljudskih prava i demokratije započeti su prvi koraci u ovom procesu. Tematskim klasterom prava deteta moderirao je Centar za prava deteta, a učestvovali su predstavnici Užičkog Centra za prava deteta i Mreže organizacija za decu Srbije (MODS).

Udruženja građana pozvana su da do 29. juna 2017. godine Savetu za ljudska prava Ujedinjenih nacija dostave svoje pisane priloge.

Proces izrade državnog izveštaja za treći ciklus Univerzalnog periodičnog pregleda započela je Kancelarija za ljudska i manjinska prava koji naša država treba da dostavi Savetu za ljudska prava Ujedinjenih nacija u oktobru 2017. godine.

Child Rights in Serbia – Monitoring the Recommendations of the UN Committee on the Rights of the Child and Universal Periodic Review

The Child Rights Centre (CRC) is conducting the project “Child Rights in Serbia – Monitoring the Recommendations of the UN Committee on the Rights of the Child and Universal Periodic Review”within the program “Implementation of anti-discriminationpolicies in the Republic of Serbia”financially supported by the Republic of Serbia Government Office for Human and Minority Rights. Thisprojectwill be implemented in periodfrom 18th  April to 18th October  2017.

The United Nations Committee on the Rights of the Child has reviewed Second and Third Periodic Report on the Implementation of the Convention on the Rights of the Child in the Republic of Serbia on 24thJanuary and adopted the concluding observations on 3rd February 2017.

With the recommendations to the Republic of Serbia,the Committee on the Rights of the Child has pointed outwhich measures should be taken in order to improve the implementation of the Convention on the Rights of the Child. Although these measures are primarily State’s obligation, role of civil sector and the public is to provide cooperation and encouragement.

Through the project “Rights of the Child in Serbia – Monitoring the recommendations of the UN Committee on the Rights of the Child and Universal Periodic Review”, Child Rights Centrefrom Belgrade, togetherwith Uzice Child Rights Centre and organisation ASTRA – members of the Coalition for Monitoring the Child Rights in the Republic of Serbia, will introduce relevant organizations, institutions and media with observations and Recommendations of the Committee.

Within this project the CRC will prepare a printed publication with concluding observations, recommendations and review of the relevant facts that appeared in the period from the adoption of the recommendations to their publication.

The CRC will also organizea conference for representatives of civil society in order to provide a complete understanding of the recommendations and its advocacy activities. Within the conference, Conclusions from the articles of association of citizens, regarding the achieving the rights of the child in the Third Cycle of Universal Periodic Reviewwill also be presented.

Annual Conference of the Eurochild network was held

The representative of the Child Rights Centreparticipated in the annual General Assembly of the Eurochild, a network of organisations and individuals working to improve the quality of life of children and young people. The meeting was held in Brussels on 5 and 6 April 2017. The Assembly adopted the Strategy on the participation of children and young people, with the aim to ensuring participation of children and young people in accordance with Article 12 of the Convention on the Rights of the Child.

Sean O’Neill from the UK was elected as new member of the Board of Directors of the Eurochild, and three new members joined the network: Estonian Union for Child Protection, Latvian Network for the Protection of Children and the Children’s Rights Alliance from England.

The Child Rights Centre is a multi-year full member of the Eurochild, which facilitates mutual learning, exchange of experiences and best practices among organisations in order to improve the welfare of the child, its protection and participation in society.

Održani sastanci sa intersektorskim timovima za zaštitu dece od zlostavljanja i zanemarivanja Subotice, Vrbasa, Novog Bečeja i Sremske Mitrovice

U okviru projekta “Unapređenje intersektorske saradnje u zaštiti dece od nasilja” koji Centar za prava deteta realizuje u partnerstvu sa Unicef kancelarijom u Beogradu, tokom februara je održan sastanak sa intersektorskim timovima za zaštitu dece od zlostavljanja i zanemarivanja Subotice, Vrbasa, Novog Bečeja i Sremske Mitrovice.

Na sastancima su razmatrane nadležnosti različitih sektora (obrazovanje, zdravstvo, socijalna zaštita, policija, pravosuđe, nevladin sektor, predstavnici lokalne vlasti) u zaštiti dece od nasilja. Razmatrani su i izazovi u intersektorskoj saradnji, kao i načini unapređenja intersektorske saradnje u zaštiti dece od nasilja.

Sastancima su prisustvovali i članovi intersektorskih timova za zaštitu dece od zlostavljanja i zanemarivanja Novi Sad, koji imaju višegodišnje iskustvo u intersektorskom pristupu u rešavanju slučajeva nasilja nad decom i koji će tokom trajanja projekta navedenim intersektorskim timovima pružati vršnjačku podršku u procesu unapređenja intersektorske saradnje.

Ovaj projekat se realizuje kao deo regionalnog projekta “Zaštita dece od nasilja i promovisanje inkluzije dece sa smetanjama u razvoju u zemljama Zapadnog Balkana i Turskoj” koji finansira Evropska unija, a sprovodi Unicef u partnerstvu sa Ministarstvom zdravlja, Ministarstvom za rad, zapošljavanje, boračka i socijalna pitanja i Ministarstvom prosvete, nauke i tehnološkog razvoja.

Training for providers of free legal aid in the field of child rights was held

In order to improve the capacity of the network of providers of free legal aid in the field of protection of child rights, a training entitled “Child Rights in the Systems of Health and Social Care” was held.

Training facilitators were Prof. Nevenka Žegarac, PhD, Faculty of Political Science, University of Belgrade, Marija Petrović, Attorney at Law, Child Rights Centre, Ivana Rodic – Specialist in medical law, Vanja Macanović, Attorney at Law, Autonomous Women’s Center.

The training was attended by representatives of the following institutions, organisations and networks: Civil Forum Novi Pazar-CHRIS Network, City Authority Kikinda-bpp, Safety Oasis Kragujevac, Yucom, Legal Clinic for Child Rights and Legal Clinic for Family Law, Balkan Centre for Migration and humanitarian activities, SOS Children’s Line, ASTRA, students of the Faculty of Law, University of Belgrade, Child Rights Centre.

The training was organised within the project “Improvement of child rights through the strengthening of the judicial system and social protection in Serbia”, which is implemented in cooperation with Ministry of Justice, Ministry of Labour, Employment, Veteran and Social Affairs and UNICEF, and  funded by the European Union through the IPA 2013 program.

UN Committee on the Rights of the Child adopted Concluding observations on the Second and third periodic report on the implementation of the Convention on the Rights of the Child and made recommendations for improvement

The Committe on the Rights of the Child adopted Concluding observations on the Second and third periodic report on the implementation of the Convention on the Rights of the Child in the Republic of Serbia and made recommendations for further improvement of the situation of children and the fulfillment of obligations undertaken by ratifying the Convention and the Optional Protocols.

The Committee considered the Second and third periodic report on the implementation of the Convention on the Rights of the Child in the Republic of Serbia at its sessions held on 24 January 2017 and adopted Concluding observations on 3 February 2017.

The Committee’s Concluding observations welcomed the progress of Serbia in various areas relevant to the realisation of the rights of the child and instructed the state to continue work on the implementation of recommendations delivered to Serbia in 2008.

Concluding observations covered issues accented in Alternative periodic report prepared by the Coalition for monitoring child rights in Serbia, as well as those to which the representatives of the Coalition pointed at the preparatory meeting of the Committee on the Rights of the Child. At this point we highlight recommendations for:

the necessity of adopting the state policy towards children as the National Action Plan ceased to apply in 2015;

  • strengthening the role of the Council for Child Rights of the Government of the Republic of Serbia in coordinating cross-sectoral cooperation;
  • establishment of the budget with a clearly visible allocations intended for children;
  • adoption of the Law on the Protector of the Rights of the Child;
  • the prohibition of corporal punishment in all settings including the family.

The Committee urged Serbia to submit its Fourth and fifth periodic report by 24 May 2022.

The Office for Human and Minority Rights of the Government of the Republic of Serbia in cooperation with the UNICEF office in Belgrade has organised live streaming for children and youth from the Children’s informative cultural service of the Child Rights Centre in Belgrade, children and young people from the Youth club of Uzice Child Rights Centre and children and young activists of the program of the Society for the development of children and Youth – Open club from Nis. Children and young people from these three groups have formerly prepared a “Report on the Rights of the Child in the Republic of Serbia from the Perspective of Children and Youth”. The main findings of this report are incorporated in the above mentioned State report.

With the support of Save the Children, representatives of the Child Rights Centre attended the presentation of the report at the session held in Geneva. Whether and to what extent the child rights realised in in the Republic of Serbia, the Committee on the Rights of the Child will present in its Concluding Observations, and in its future activities the Child Rights Centre will continue to monitor the implementation of recommendations of the Committee on the Rights of the Child addressed to the Republic of Serbia.

O vršnjačkom nasilju

Vršnjačko nasilje kao tema je sveprisutnija u stručnoj i opštoj javnosti u Srbiji, izaziva niz polemika, različitih razumevanja i oprečnih stavova. Takođe, u medijima su sve prisutniji pojedinačni slučajevi o kojima se izveštava na senzacionalistički način, ne poštujući prava deteta i ne uzimajući u obzir njegov najbolji interes.

Imajući u vidu pomenuto Centar za prava deteta izradio je sveobuhvatnu analizu na temu odgovora na vršnjačko nasilje. Analiza daje jasan uvid u normativno-pravni okvir relevantan za ovu pojavu, pregled faktora koji doprinose nastanku pojave i ključnih posledica po dete, vršnjake, porodicu i društvo u celini, kao i pregled relevantnih mehanizama za odgovor na vršnjačko nasilje u vaspitno obrazovnom sistemu sa preporukama za unapređenje. Analiza je urađena u okviru projekta “Institucionalna podrška razvoju organizacije” koji Centar za prava deteta realizuje u partnerstvu sa organizacijom Save theChildren.

Ključni nalazi i preporuke izdvojeni su na ovom mestu i na taj način učinjeni su dostupnim medijima, stručnoj i široj javnosti. Delovi teksta mogu biti korišćeni za dalje objavljivanje uz isključivo navođenje autora i izvora odnosno Centra za prava deteta.

Analiza – O vršnjačkom nasilju

Initial meetings with the cross-sectoral teams for the protection of children from abuse and neglect of Aleksinac, Svrljig, Knjazevac, Zajecar, Kraljevo, Trstenik, Paracin and Vrnjacka Banja held

Whitin the project “Increasing inter-sectoral cooperation in the protection of children from violence,” which the Child Rights Centre implements in cooperation with UNICEF, during November and December initial meetings with the cross-sectoral teams for the protection of children from abuse and neglect of Aleksinac, Svrljig, Knjazevac, Zajecar, Kraljevo, Trstenik, Paracin and Vrnjacka Banja were held.

The meetings discussed the responsibilities of different sectors (education, health, social protection, police, judiciary, NGOs, representatives of local authorities) in the protection of children from violence, challenges in inter-sector cooperation and further ways of working on the establishment and improvement of intersectoral cooperation.

The meetings were attended by members of the inter-sectoral teams for the protection of children from abuse and neglect of Nis and Kragujevac, who have years of experience in inter-sectoral approach in dealing with cases of violence against children and who will provide peer support during the project, to the aforementioned intersectoral teams in the process of improving intersectoral collaboration.

This project is implemented as part of the project “Protection of children from violence and promotion of inclusion of children with disabilities in the Western Balkans and Turkey,” funded by the European Union and realised by UNICEF in partnership with Ministry of Health, Ministry of Labour, Employment, Veteran and Social Affairs and Ministry of Education, Science and Technological Development.

 

Training for providers of free legal aid in the field of child rights was held

In order to improve the capacity of the network of providers of free legal aid in the field of protection of child rights, a training entitled “Role and responsibilities of centres for social work in civil court proceedings” was held.

The training was facilitated by Aleksandra Calosevic, expert consultant of the Child Rights Centre, Ranka Vujovic, Assistant Director of the Republic Secretariat for Legislation, Sladjana Radulovic and Milena Golic Ruzic, Child Rights Centre.

The training was attended by representatives of the following institutions, organisations and networks: Civil Forum Novi Pazar-CHRIS Network, City Authority Kikinda-bpp, Safety Oasis Kragujevac, Yucom, Help to Children, Legal Clinic for Child Rights and Legal Clinic for Family Law, Balkan Centre for Migration and humanitarian activities, NGO NVO Praxis – Kraljevo office, Child Rights Centre.

The training was organised within the project “Improvement of child rights through the strengthening of the judicial system and social protection in Serbia”, which is implemented in cooperation with Ministry of Justice, Ministry of Labour, Employment, Veteran and Social Affairs and UNICEF, and  funded by the European Union through the IPA 2013 program.

 

DX marked 27 years since the adoption of the Convention on the Rights of the Child

To mark 27 years since the adoption of the Convention on the Rights of the Child, Children’s informative cultural service (DX) and young people from BIMUN (Belgrade International Model United Nations) held a joint debate.

There they discussed the activities of the children in monitoring the implementation of their rights, as well as the rights of the child and the recommendations for their improvement. On this occasion, club DX presented the Report on implementation of child rights in the Republic of Serbia from the perspective of children and youth and its key findings.

One of the most important conclusions from this event is the necessity for the state to prepare the document which determines its policy towards children as the National Plan of Action for Children expired in 2015.

Participation of the DX in creating the “List of harmful work for children” prepared by the ILO office in Serbia

On 29 September 2016, due to the ongoing development of the “List of harmful work for children,” the DX members had the opportunity to listen to a lecture gave by professor of Medicine School Petar Bulat and Milica Djordjevic from the International Labour Organisation’s Office in Serbia, who explained what kind of work and jobs are harmful for children.
At the workshop, together with the members of the Panel of young advisors of the Ombudsman, they gave their comments and suggestions for amendment to the List.

After the workshop, which was held at the Child Rights Centre’s premises, the members of the DX participated in the round table held on 7 November 2016 in Belgrade. At the round table, members of the DX shared their impressions and conclusions from the workshop to the working group of the ILO, which creates a “List of harmful work for children.”

In relation to the participation of children from DX, Milica Đorđević from the International Labour Organisation, said: “It is very important to involve children and young people in the process of making the List of harmful work for children, given that their views and comments may contribute a lot to improving the List. I believe that we achieved great success by involving children and that this is an example of good practice, and that children will continue to be asked when decisions about themselves are made.”

IN MEMORIAM

Ljubomir Pejaković was one of the founders of the Child Rights Centre, Director in the period from 2000 to 2007 and a member of the Centre Assembly.

His hard work contributed to the creation and growth of both the Child Rights Centre and development and promotion of the rights of the child in Serbia. He worked hard to strengthen the Centre and the idea that every child should enjoy the protection of their rights. His work and contribution in the development of policy in the field of child rights are immeasurable, and the vision he had will live on through the future work of the Child Rights Centre.

Committee on the Rights of the Child has sent List of issues in relation to the second and third periodic reports of the Republic of Serbia

In relation to the Second and third periodic report on the implementation of the Convention on the Rights of the Child in the Republic of Serbia, The Committee on the Rights of the Child has sent a list of questions to the Republic of Serbia. Among others, the list of additional questions also addressed the issues raised in the Alternative periodic report prepared by the Coalition for monitoring child rights in Serbia, as well as those to which the representatives of the Coalition pointed out at the preparatory session of the Committee on the Rights of the Child. At this point we accent issues related to:

  • a clear definition of the term of the child
  • coordination of cross-sectoral cooperation and the current status of the Council for Child Rights of the Republic of Serbia;
  • future plans to formulate state policies towards children as the National Action Plan expired in 2015;
  • what measures the Republic of Serbia is taking to ban corporal punishment in all settings, and whether the Draft Civil Code and Amendments to the Family Law contain provisions explicitly prohibiting corporal punishment in all settings including the family;
  • measures taken by the Republic of Serbia to act upon the recommendation of the Committee concerning the amendments to the Criminal Code in the direction of differentiation of sale of children from child trafficking.

Deadline of Serbia to deliver written additional information to the Committee is 15 October 2016.

Summer school in Struga, Macedonia

The members of the group DX had the opportunity to share their experiences with their peers from Moldova, Ukraine and Kosovo through socializing and participating in workshops on responsible use of information technologies in order to take advantage of the best that the internet provides them; how to stay safe in the online world. During the summer school and talk about topics that are aimed at raising awareness among children and young people about the importance of preventing children from abuse and discrimination.

 

 

Representatives of the Coalition for Monitoring Child Rights in the Republic of Serbia presented the Alternative periodic report in front of the UN Committee on the Rights of the Child

Representatives of the Coalition for Monitoring Child Rights in the Republic of Serbia, participated during the first half of June 2016 at the Pre-session of the UN Committee on the Rights of the Child and they presented the main conclusions of the Second and Third Alternative Periodic Report on the Implementation of the Convention on the Rights of the Child in the Republic of Serbia (2008 – 2014) as well as other important observations.

In the future period, is expected that the Committee send a list of questions to the Republic of Serbia in purpose to obtain additional information or clarification, and the Coalition will monitor this process as before.

Guidelines for the child participation in civil proceedings and the assessment of the best interests of the child

In July 2015, organised by the Child Rights Centre, a working group that brought together professionals from the judicial system, social and health care, citizens’ associations was established, in order to draft the ’Guidelines for the child participation in civil proceedings and the instrument for assessing the best interests of the child’

It is intended that these guidelines provide reliable support for the proper interpretation and application of legal regulations concerning the participation of the child in court proceedings by expressing opinions and implementation of the principle of the best interests of the child to judges who conduct proceedings relating to children. They represent a set of practical guidelines for the work and specific tools whose application ensures that the child fully and with as little trauma participate in court proceedings and that any action taken, measures and activity of the court, as well as the decisions a court makes are in line with the principle of the best interests of the child. Implementation of the guidelines can help increase the efficiency of court procedures and the provision of effective legal protection.

“Children’s Rights Behind Bars” – Human Rights of Children Deprived of Liberty: Improving Monitoring Mechanisms

The representative of the Child Rights Centre participated in the final conference of the project “Children’s Rights Behind Bars” Human Rights of Children Deprived of Liberty: Improving Monitoring Mechanisms”, which was held in Brussels on 15 February 2016. The conference presented the Practical guide to monitor places where children are deprived of liberty.

This guide is the result of two years of work of a large number of eminent experts and organisations across Europe, from 14 countries (Austria, Belgium, Estonia, France, Ireland, Italy, Luxembourg, Netherlands, Poland, Romania, Spain, Britain and Serbia) who participated in this project and is of great importance for the promotion and protection of the rights of children deprived of their liberty. The project is coordinated by Defence for Children International (DCI) – Belgium and financed by the Criminal Justice Program of the European Commission, and the Child Rights Centre is one of the partners associated with the project.

On this occasion Georgette Mulheir, Lumos CEO, said: “Lumos is very proud of the Serbia self-advocates, who we have supported now for five years. The Serbian CRC director Milena Golic Ruzic said: “Rights of children and young people with disabilities are often threatened and in such situations usually others speak and decide for them. For this reason it is important that children and youth with disabilities are strengthened to self-advocate. This is especially important when we talk about the right of the child to be protected from abuse and neglect. Children and youth often don’t recognise these situations, they are silent about it and usually think that they are to blame for what is happening to them. As a first step in prevention, it is important to work with children and youth with disabilities to help them recognise what abuse and neglect is and how to protect themselves in such situations, having in mind that they are five times more likely to experience violence than children from the general population”.

  

   

 

Protecting children from neglect and abuse – Serbian young people with disabilities show the way to make children safer

AN INNOVATIVE booklet created by children and young people with intellectual disabilities to help their peers understand neglect and abuse has been launched in a number of European languages.

It was produced as part of a ground-breaking project in Serbia, funded by the EU and run by the young people, working with J.K. Rowling’s children’s organisation, Lumos, and the Serbian Child Rights Centre (CRC).

The project empowered children and young people, aged from 13-27 in a “child participation” group to assess the effectiveness of systems in Serbia in protecting them against abuse.

Using specially adapted materials, they expressed their views about child abuse and neglect and made recommendations to the government in Belgrade for improvements. The children and young people also took part – as co-trainers – in a series of well-received training events for senior Serbian professionals in the field of child care and protection.

The “easy to read” booklet – Nobody is Allowed to Harm You – A book for children and young people to help them understand what abuse and neglect means looks at risks including physical and verbal violence, emotional harm and humiliation, peer isolation, electronic bullying and different forms of sexual violence and sexual abuse.

The booklet has already been translated from Serbian  into Englisch and Czech, as well as Braille, and there are plans for further translations into other European Union and international languages. The booklet will be disseminated as a child protection tool for schools, children’s groups and other agencies.

In Belgrade, in Serbia, on 26 January 2016, the group of children and young people – known as the “Club for Healthy Changes” – are taking part in an international conference to share the results of the overall project, entitled Empowering children/ young people with disabilities to improve responses to Child Abuse and Neglect.

In their report on the project, the children and young people say they “learned that our opinions matter, and that there are people who are willing to listen to them. We have learned that even though we are all different we have equal rights, we can support each other and that together we are stronger”!

At the January 26 event, results of ten training sessions aimed at improving the skills of professionals working to protect children from abuse and neglect, will be presented, emphasising the role of young people as a co-trainers. A guide to implementation of Serbia protocols on the protection of children and young people with disabilities from abuse and neglect will also be presented. Discussions aimed at improving a number of general and specific Serbian child protection protocols are continuing, between the young self-advocates and professionals and decision makers.

 

26 years since the adoption of the Convention on the Rights of the Child

At the Conference the Second and Third Alternative Report on the Implementation of the Convention on the Rights of the Child in the Republic of Serbia (2008-2014) was presented. The Conference was organised by the Child Rights Centre with the support of the Save the Children and Pestalozzi Children’s Foundation. The Alternative periodic report was prepared by the Coalition for Monitoring Child Rights in the Republic of Serbia under the coordination of the Child Rights Centre.

The conference speakers were: Ivana Stevanović, PhD, President of the Child Rights Centre, Interim Director of the Institute of Criminological and Sociological Research; Marija Petrović, Permanent consultant of the Child Rights Centre; Radovan Cicvarić, Director of the Užice Child Rights Centre; Ivana Radović, NGO ASTRA.

  

Training “Protection of children/ young people with disabilities from abuse and neglect”

In June 2014 the international children’s charity Lumos in partnership with the Child Rights Centre launched a project “Empowering children/ young people with disabilities to improve responses to Child Abuse and Neglect (CAN)” funded by the Delegationof the European Union to the Republic of Serbia through the EIDHR program. The project is being implemented in the Republic of Serbia for a period of 20 months.

In order to improve the professional response to child abuse and neglect of children with disabilities it is planned to implement ten trainings for a multidisciplinary groups of professionals (representatives of education system, the health system, the judiciary, social welfare system, civil society organisations), in order to improve their practice. In thisway, a contribution to a broader approach to protection and justice for abused children with disabilities will be made.

In this sense, in Belgrade on 16 November 2015 the Child Rights Centre organised a training “Protection of children/ young people with disabilities from abuse and neglect”.

At the mentioned training, in the role of co-trainers there were involved representatives of the Club for healthy changes which gathers children and youth with disabilities. In this way it is contributingto the increased sensitization of professionals for involving children with disabilities in solving the problems of child abuse and neglect.

  

World Day for Prevention of Child Abuse

Members of the Club for Healthy Changes (a group that gathers children and youth with disabilities) and Children’s Information Cultural Center DX, groups of children and young people active at the Child Rights Centre marked 19th November, World Day for Prevention of Child Abuse with the panel discussion on which, together with their peers, they showed how to recognise what abuse and neglect is and how they can react if they find themselves in a situation where abuse or neglect is happening. During the discussion there were also presented attitudes of their peers about how they see their role in improving the protection of children from abuse, what they think that the state and local communities can further do in this regard.

The panel discussion was organised primarily for children and youth with disabilities, as well as for children from the regular population. During the panel discussion children and youth discussed ways to improve the protection of children and youth from abuse and neglect.

Milena Golić Ružić, director of the Child Rights Centre, pointed out: “Rights of children and young people with disabilities are often threatened and in such situations usually others speak and decide for them. For this reason it is important that children and youth with disabilities are strengthened to self-advocate. This is especially important when we talk about the right of the child to be protected from abuse and neglect. Children and youth often don’t recognise these situations, they are silent about it and usually think that they are to blame for what is happening to them. On 25 September 2015 a meeting of the Coalition for Monitoring Child Rights in Serbia was held. The meeting was organized with the aim of finalizing the Second and third periodic alternative report on the implementation of the Convention on the Rights of the Child and the Optional Protocols. The meeting was organized by the Child Rights Centre in cooperation and with the support of Pestalozzi Children’s Foundation.

Save the Children International Partners meeting held in Brussels

In the period 22-24 September the representatives of the Child Rights Centre participated in the regional partners meeting of Save the Children International, which was dedicated to the topic of advocacy initiatives and opportunities fundraising.

On 23 September at DG NEAR – Directorate-General for Enlargement and Neighbourhood Negotiations, representatives of the Centre introduced to the Head of Unit for Serbia Mrs. Catherine Wendt and Mr. Konstantinos Niafas – Policy Officer – European integration with the state of child rights in the Republic of Serbia and the priorities in the implementation of normative solutions significant for the realisation of child rights. On this occasion, representatives of the Centre pointed out the importance of defining necessary activities related to the implementation of child rights in Chapter 23 in the process of Serbia’s EU accession, and the importance of the adoption of the Action Plan which defines these questions directly by the European Commission.

On Tuesday 15 September 2015, at the Child Rights Centre’s premises, the fourth meeting of the National Working Group of the project Empowering children/ young people with disabilities to improve responses to Child Abuse and Neglect (CAN)was held.

The project is being implemented in the Republic of Serbia for a period of 20 months.

In order to improve the professional response to child abuse and neglect of children with disabilities it is planned to implement ten trainings for a multidisciplinary groups of professionals (representatives of education system, the health system, the judiciary, social welfare system, civil society organisations), in order to improve their practice. In this way, a contribution to a broader approach to protection and justice for abused children with disabilities will be made.

In this sense, in Zaječar on 15 July 2015 the Child Rights Centre organised a training “Protection of children / young people with disabilities from abuse and neglect”.

At the mentioned training, in the role of co-trainers there were involved representatives of the Club for healthy changes which gathers children and youth with disabilities. In this way it is contributing to the increased sensitization of professionals for involving children with disabilities in solving the problems of child abuse and neglect.

  

The second and third periodic report on the implementation of the Convention on the Rights of the Child

At the session held on 7 May 2015 Government of the Republic of Serbia adopted the The second and third periodic report on the implementation of the Convention on the Rights of the Child, which contains information about implementation of both Protocols to the Convention.

The Report is submitted to the UN Committee on the Rights of the Child.

Child Rights Centre’s latest publication

Centre is organizing promotion of the easy read publication intended for children and youth – “NOBODY IS ALLOWED TO HARM YOU – A book for children and young people to help them understand what abuse and neglect means”.

This publication is primarily intended for children and young people with disabilities, as well for children from general population, and iti is created within the project “Empowering children/young people with disabilities to improve reponses to child abuse and neglect”, funded by the Delegation of the European Union to the Republic of Serbia under the EIDHR program, and implemented by international charity organisation Lumos in partnership with the Child Rights Centre.

The publication is prepared by children and young people – members of the Club for Healthy Changes with the support of the Child Rights Centre, international charity organisation Lumos and Centre for Social Preventive Activities GRiG.

The publication will be presented by members of the Club for Healthy Changes with the support of group coordinator. During the promotion the interactive work with children and young people is planned in order to create messages for the state, adults and their peers to initiate improvements in protecting children and young people from abuse and neglect.

What children and young people of Belgrade need – public action announcement

On Saturday 6th June 2015, from 1 PM to 3 PM at the Republic Square, members of the Children’s Informative Cultural Service DX – a group of children and young people active within the Child Rights Centre – are organizing a public action entitled “What children and young people of Belgrade need”.

      

Action is a continuation of the activities of members of the youth group which, in cooperation with the members of the Club for healthy changes (a group that brings together children and youth with disabilities), during 2014 organized focus groups with representatives of children and youth in Belgrade about what their generation see as priority needs in the city, with an emphasis on the needs whose satisfaction can be fully or partially provided at the local level. This can also be helpful in creating future strategic documents of the City of Belgrade, primarily those related to the field of realization of child rights and defining policy of the City of Belgrade towards children, which was announced by the formation of the Council for Child Rights of the City of Belgrade.

On this occasion, the children and young people – passersby – will have the opportunity, through the stickers that they would stick to the tree painted on a large canvas, express their views on what the young people and children need in order their life in Belgrade to be even better, and thus contribute to the opinion of the general public.

The action was supported by Assistant Secretary for education and child protection of the city of Belgrade, Ms. Danijela Markovic.

Children and young people from Prishtina and Pec visited Belgrade

On Monday 18th of May members of children/ youth groups Children’s Informative-Cultural Service DX and Club for Healthy Changes (group that gathers children and young people with disabilities) hosted a group of children and youth “Respect our Rights”.

During that day members of the DX group introduced their peers with their activities, results, and exchanged experience and publications.

Young people from the Club for Healthy Changes presented the project they are involved in – “Empowering children/ young people with disabilities to improve responses to Child Abuse and Neglect (CAN)”. During their presentation, young self-advocates shared what are the problems they face and how they overcome everyday challenges.

Twenty members of the “Respect our Rights” group and their chaperons presented their activities and results of their work.

 

Club for Healthy Changes Action

On Sunday 17th of May, various sportsmen and other public persons joined the first humanitarian sports bazaar in order to raise funds for elementary school “Radivoj Popović” in Zemun, a school enrolled by children with disabilities, mainly with hearing impairments and autism.

Young people of the Club for Healthy Changes, aware of the fact how much support children and youth with disabilities need in this kind of actions, have joined and by their presence supported children who this action was intended for. In addition to that, young people of the Club introduced all interested visitors to the project “Empowering Children and Young People with Disabilities to Improve Responses to Child Abuse and Neglect”, funded by the Delegation of the European Union to the Republic of Serbia through EIDHR program. The project is being implemented in the Republic of Serbia for the period of 20 months.

The promotion was organised in cooperation with Institute for Criminological and Sociological Researches, within the project “Family for Every Child”, funded by the Royal Norwegian Embassy in Belgrade.

In order to achieve full respect and implementation of the rights of minors who are in the criminal protection system, the Child Rights Center has initiated and contributed to the further development of foster care as a specific service of the social protection system, from the aspect of the possibilities of implementation of a specific criminal sanction – educational measure of intensified supervision in another family. With this purpose a manual was developed and presented at the promotion.

On Wednesday 29 April 2015, the Child Rights Centre organized promotion of the publication “Towards Child-Friendly Justice – the position of a child in civil court proceedings in Serbia – respect of the rights to participation and the best interests of the child in court proceedings”, in cooperation with the Judicial Academy, within the project “Improvement of the rights of the child through the strengthening of the judicial and social protection systems in Serbia”, funded by the European Union and implemented in partnership with the Ministry of Justice, Ministry of Labor, Employment, Veteran and Social Affairs and UNICEF.

On Tuesday 28 April and Wednesday 29 April 2015, the Child Rights Centre is organizing the promotion of publications “TOWARDS CHILD-FRIENDLY JUSTICE – Protection of child victims in criminal proceedings and position of the practice in the Republic of Serbia” and “TOWARDS CHILD-FRIENDLY JUSTICE – the position of a child in civil court proceedings in Serbia – respect of the rights to participation and the best interests of the child in court proceedings”, in cooperation with the Institute for Criminological and Sociological Research and Judicial Academy, within the project “Improvement of the rights of the child through the strengthening of the judicial and social protection systems in Serbia”, funded by the European Union and implemented in partnership with the Ministry of Justice, Ministry of Labor, Employment, Veteran and Social Affairs and UNICEF.

Club for Healthy Changes action

On 12 March 2015 at the Center for protection of Infants, Children and Youth members of the “Club for healthy changes” organized a meeting with the staff of the Centre, in order to examine the needs of children and youth with disabilities and plan an action of advocacy for realising their rights.

During the meeting the children and young people from the Club introduced to the interlocutors the project “Empowering children and young people with disabilities to improve responses to child abuse and neglect”, conducted an interview and informed employees on what to pay attention when they come into contact with young people with disabilities, how they should address them and how they can engage them. After the meeting, members of the Club visited the youngest beneficiaries of the Centre.

The meeting also resulted in the agreement on realization of joint event, which will be attended by children and young people from the Club and children who are currently at the Center for Protection of Infants, Children and Youth. The event is scheduled for 26 March 2015.
